yup.
...or at least it depends if speed of levelling is something you're interested in. some people like to level slowly and 'smell the roses'. if that's the case then just getting a large health pool is a good idea. int hardly matters at all.

Yeah, I had ~300 SP at 40ish and it helped a lot.

All self-funded by tailoring/enchanting and some cross-faction mini pet trading as this was (and still is) my main on the realm.

I'm always so worried that as soon as I enchant something I will find something better for that slot.
Do some research here on Wowhead.
At 40 all your items can take BC enchants, so look for those with the best +SP and get the best enchants you can afford. There aren't many slots that can take +SP enchants at that level anyway, so you are free to upgrade your gear in other slots.
The gear set I built at 40 lasted me all the way to Outland, so it's a good investment.
Edit (for your edit): I play on EU - Laughing Skull, also a low pop realm. Sure you can pay more for mats, but then yours sell for more too.

i think you're both going way over the top on gear here.
who cares what gear you use while levelling? you'll replace it in no time and everything gets replaced at level 58 and 68 anyway. don't enchant anything while levelling.
just take upgrades as they come, giving up almost anything for spellpower when the opportunity arises and taking as much stam as possible when you don't have SP options and you'll level fine. when i did the push from 60-70 (the week after tBC released) i spent a bit of gold getting 'of shadow wrath' items in every slot but even that is a bit over the top (i was rich back then at over 1000g ^_^)
...perhaps i'm a bit out of touch with the process of taking your first character up but my advice is don't stop levelling. don't buy anything. just keep selling.

Well I semi-twinked in the 39's and 49's so it was worth it to me, YMMV.
If you're using RaF then definitely don't bother enchanting.
