First - tanks should have the taunt glyphs to avoid just that issue. Each class has an appropriate option to ensure that your taunt never misses.
Second - it is possible (if you have three healers, or a strong offhealer such as an elemental shaman) to control the back two with the healer being in range of the two "tanking" the horsemen while being out of the stacking aura himself.
Third - 1500 dps per dpser is pretty low for 4H. If you make a significant mistake you're probably going to wipe, and tranisitions are the easiest place to make a mistake. Blow Bloodlust and trinkets on the pull. The fight gets infinitely easier once Thane or Rivendare goes down.

It's fairly easy for a Holy Paladin to cover two people in the back. Remember, they just have to remain in range of the bosses once they have their attention, so a simple Beacon will keep them both up while the paladin rests comfortably on the stairs.
Our guild stacks on Thane at the start (in 25, we add a single weak dpser to the Rivendare group just in case we don't burn Thane on the first pass so as to spread the meteor damage). Like I said, once one of the front bosses goes down the rest of the fight is cake. Your dps isn't likely to be enough to put him down on one pass, but I'd expect him to go down on the second with Rivendare following close behind.
Never had an issue with health on the fight while using any non-clothie as a tank in the back. No one has ever had to stack stamina for the job.

Our raid group didn't have problems:
Me <priest> with random dps <usually hunter, but anything worked> in the back, others burning down Rivendare and Thane.
Sometimes we've messed up transitions resulting in 4 to 5 marks from both Zeliek and Blaumeux, but we've never died in the back.
My friend's group does that fight differently - tanks are with Rivendare and Thane with a healer, rest focuses on killing Zeliek and lady Blaumeux <who are just static ones basically with no moving for dps if you can burn them fast>, freeing the rear. I've never tried it this way, but I guess it's worth a try if the usual strategy fails. It works perfectly for their raid.

We normally do this:
We have usually 2 healers in 10 man, sometimes 3.
If we have 3, than one of them goes to the back, and some other class that can self-heal goes to the back as well (shaman/priest/druid - no matter what the spec). If we have 2, than we just pick 2 classes that can self heal, and they go to back.
The boss on the right (when you enter the room) is tanked by a tank with lowest dps, and he has a healer with him.
The boss to the left (who has the fire thing) is tanked by the tank with highest dps.
The rest of people are on the boss to the left.
The left side also has the best AOE healer you got.
We try to have shaman on the left as well for heroism.
When bosses come to us, we burn down the boss on the left. Heroism goes down within first 5 seconds, so that we burn him down as fast as possible. Our aoe healer in the left group DPS's and heals to help out.
After burning down the left side boss (which should take no more than 6 stacks with low dps - if you can't do it in 6, don't try it), the left side runs to the right side, and taunts off the boss. Than we keep switching after 3 stacks (we don't burn the right boss).
In 10-man I tank the boss on the left. While remaining uncritable, I switch out any other gear for max dps gear. The boss doesn't really hit hard, so no biggie.
Also before the pull, if there are any deathknights on the left side, we bring out army of the dead before the pull for extra dps.
I think if you have 1500 dps people and they are all on left side, you could burn down the boss, we had about the same when we started (and we had heroism).
We did on occasion had our people in the back respec to holy/resto if they had problems just for that one fight, and right back. Usually our raid leader paid for it. He actually crafted full-pvp resto-druid set for one of our ferals ... yep, his own mats and everything.
