It's a valid accusation, though, in my defense, I've tanked for about two years and this is the first time I've had issues with maintaining threat over an individual... and I've tanked for individuals capable of vastly higher dps.

Does spell resistance play a role?
There ya are. Traps are based off of Spell Hit, therefore a hit-capped hunter (263 Hit Rating) will be at 10.03% Spell Hit. With the spell hit cap at 17% and assuming Survival Tactics, the trap would have a 2.97% chance to be resisted.

Except in the previous case I listed, it wasn't for hitting an 83 mob, it was an 82 mob, which is 6% miss chance for spells. With 4.54% from hit rating, and 2% with survival tactics, wouldn't there not have been a resist?
I didn't read your third post, just went off the original. It's actually 5.68% Spell Hit +2% from ST, he would be 1.68% over cap. I'm not sure if traps work on an additional resist mechanic, but it's safe to assume that your hunter in the least was lazy, and probably bad at his class.
