The build is good, however frostbite isn't as useful since the hold will break instantly on forming (which is why blizzard made FoF). As far as predicting the future, blizzard said that spirit will be more intresting for mages. So, siphoning some points from imp. blizzard to student of mind might provoid more single target dps (that being said, it all depends on what blizzard does with spirit in refrence to mages). Also, having a reduced CD on Ivy Veins is really nice, so consider putting frostbite into ice floes. However, tbh as a future build, you really can't make any assumptions as far as which talent over which talent. Overall, good build (but frostbite isn't needed seeing as FoF takes care of that).

you really should have the extra points into Ice Floes, Frost Channeling, and Improved WE.
I don't believe TTW is worth while to put points into if it means that you lose serious mana regeneration and/or the ability to summon your water elemental 15 seconds sooner. 15 seconds of water elemental ==> 3 second cast Water Bolt = 5 casts @ 1300 damage each = 6500 dmg you may lose depending on how many times you can summon ur pet up during the fight, which may be 4-5 times depending on the length of the fight.
Some would argue that Ttw is more useful than Arcane Meditation, but this is just my personal preference. you can always scoot the 3 points next door and take Ttw. or even split the difference and get a little bit of each. This is all assuming that you really are married to your 3 points into Improved Blizzard.

This spec, however, actually removes 3 points from improved blizzard (which may not be THAT useful in most raid fights) and puts the points into Ttw, which kinda makes it my favorite spec overall.
Oh as an aside I pulled 2 points out of Brain Freeze because the free fireballs aren't always worth it, I think I did a whole thread on this at one point... 1 talent point spent is enough, but spend the other 2 elsewhere
