I would suggest downloading the current EJ spread sheet and see how each peice works with your build.
I've posted before, the Eaglebanes are really OP'd for their lvl. (just like the Colbalt Slicers until their adjustment) Run with them both and see how each one works. I still use mine when I need to be over cap by 1-2 versus under by 1-2.
Use the PRH, it's very good for early raiding enchant with +8 on all stats. Socket for + hit.

Interwoven Scale are better once you are hit capped, but if you need hit definitely keep the Eaglebane. As mentioned, they are very nice for their level and ease to obtain.
As for the PRH,

is a little better for a SV hunter, but it's 80 Emblems if you elect to buy it that way, and you should definitely pick up the Mirror of Truth and Pendant of the Outcast Hero first.
All of this depends on your other gear and where your hit rating is though.
