Endless Winter and Chillblains aren't really necessary. They are very PvP-ish talents. Think about when in PvE you really use Chains of Ice... it's a kiting tool for tough elites where you're going to be using Icy Touch anyway.
Lichborne is definitely needed if you're going to tank.
Frigid Dreadplate is definitely worthwhile, but Frost Aura is take it or leave it. It's very specialized and it won't break you to leave it out.
3% avoidance is the equivalent of 25 Defense points (about 120 defense rating at 80, but without the crit reduction though)
When you use 1 handed weapons, your strike damage is much lower than if you use 2h weapons, because the damage is based on listed weapon damage (which obviously, 2h weapons do more damage than a single 1h weapon). Dual Wielding DK's focus on spells to do their damage, like Icy Touch and Howling Blast. They benefit from your attack power, but don't care about your listed weapon damage.
For level 61, to attempt to tank like you want, I made a couple of changes.

Also, do all DK's a favor... if you're tanking in Outland, PLEASE wear tank gear. For some reason, a lot of DK's think they can tank in DPS gear simply because they can wear plate. Healers will hate you if you do that.

why not use runic mastery? it would allow you to utilize more of your rune powered moves.....

That's only true if you build more burst RP than you can spend, and if you use frost strike, that won't be an issue.
I'd grab all the frost first,

It is an amazing oh #$%^ button imo.
Next thing I'd grab would be Rune Tap
