Agree with Toldu. Give more info, get more info. But yeah...fastest way is to do ALL the quests from starting areas onwards. Can't remember if you can do other race's starting areas, but the ones immediately after the starting areas are a good place to go from.
I wouldn't bother handing in cloth until you've cleared all the quests, as it takes a LOT of cloth (75 rep per stack of 20 runecloth? /cry) and should only be used as a last resort.

If you are 80, farm Strat. You will get an epic crapton of runecloth which you can turn in for rep.
This. Level 70s can farm Strath as well, Prot Pallys can do it while sleeping.
