I'd make it available to put a bounty on any player your faction or not.
Post bounty at a certain quest giver in a major city, it costs a lot of G so you better be sure this person will be on, and that you hate them enough.
that quest giver then lists all bounties as separate quests for people to accept.
you can only have 5 bounties in your quest log, so the entire server doesn't have the same ones.
when you accept the "quest" that player and yourself will become hostile toward each other at all times, even on pve server.
the marked player will be immediately warned (via mail) that theres a bounty on them, so they have a chance to hide. they wont know who so they wont know WHERE to hide.
then the loot head thing works once someone kills them, or a buff like Omen so people who helped get rewarded.
bounty expires after 2 day, or after being killed.
a player cant have more than one bounty on them.
it would be complicated, and probably never happen, but its sounds like a fun pvp idea that would be different from BGs and arena. edit: hell maybe this is doable on a website. no quest reward, just honor among the community.
