Ok first of all, WF has a 3 second cd before each proc therefore fast weapons = bad. Which is why slower weapons are used to minimize the swings and give higher bursts. Whoever told you that enhance shamans wielding 1.6 speed weapons are good is total fail. Shamans use weapons with speed 2.6 or slower.

I prefer slow offhand. Slower swings = more damage from flametongue. Fast weapons aren't really meant for shamans imo

I use a slow (2.6) MH with WF on it and a fast (1.6) OH with FT on it. Seems to work well for me and put me in the top 3 DPS in my guild's runs.
That's not quantifiable data though. It doesn't mean you wouldn't be top 3 if you had a slow weapon OH. What we'd want to know is what your DPS difference would be with equivalent weapons of different speeds.

Fast isn't bad because of the cooldown, fast is bad because it's a non-normalized attack. If this was a normalized attack, we'd want weapon speeds that were evenly divisible by 3 so that the amount of time between the end of the cooldown and the next swing were instantaneous. With a 2.6 weapon speed, not taking haste into consideration, you will never get WF's within 5.2 seconds of each other. We just choose to have a longer WF "cooldown" (if you will) because a slower weapon will deal more damage when it does proc.

I do agree it isn't bad, since this patch came out theres been alot of debates whether which is more productive. Though it's like asking how many licks does it take to reach the center of a totsie pop? the world may never know. We want slow weapon for "high bursts" it is what a shaman is built all around, low procs of WF isn't going to cut it.
