Drop Holy Wrath. Simple.
3k damage is not worth 20% of your mana. Ever. If you need to, Also drop Consecration if you need to aswell. AoE spells take a back seat in Single-target fights.
Other than that, make sure you NEVER let your judgment go unused. Not even for a second.

First off, if you're going to throw out a claim about having some of the best gear in WotLK, let's make sure it's true. While your gear is certainly very good, it is far from optimal and, in fact, is not gemmed correctly. You show a major deficiency in Strength/AP. A crippling deficiency. While this may not have an impact on your mana, per se, it definitely will have an impact on your DPS. Switch out all Crit gems for Str gems. Also, switch out all AP/Stam gems for the new blue Str/Stam gems. And get rid of that +hit enchant on your gloves. It is unnecessary and the AP will go further.
I think the suggestions above are both fairly decent points. I would never, ever drop Consecration, even on single target bosses (You are using the Glyph of Consecration, I hope). I only use Holy Wrath on single-mob encounters when I have the rare "Everything is on Cooldown , no one needs a Salv, and I don't have to move" situation. On a fight like Patchwerk, this may happen exactly once. It is at the absolute bottom of all priorities for me. Remember that it is an absolute dps loss if you run out of mana. Thus, for me, not using Holy Wrath (and missing out on the damage from it) is worth it if at the end of the fight, I have enough mana for my Hammer spam.
You are not missing your Judgments all that often, one can tell, by the amount of hit and expertise you have. If you really are having mana issues on fights like Patchwerk, have a spare runic pot nearby. Runic Mana Pots will be a huge DPS increase IF (and only if) you would run out of mana otherwise. My guild no longer steps in the ooze because the fight is so short that our healers can simply spam Holy Light/Healing Wave/G.Heal/Healing Touch on the tanks, so I can't comment on that.

Use a mana pot.
Also, strength gems > all other gems. Switch all gems you can afford to without losing your meta bonus to strength.
Keep Icewalker to boots, it is the best enchant if you are under the hit cap because it also provides crit. Change your glove enchant to AP.
Dropping Holy Wrath from your rotation is a good idea if you feel you are not going to be able to maintain it and your mana supply.
Theoretically, the 4 set bonus could help with your mana regen so maybe try swapping in a piece to achieve that.

All of these people suggesting you to drop Consecration have no idea what they are talking about. With the glyph that changes it to a 10 second duration and cooldown, Consecration is integral to a ret paladin's dps. The best cycle at the moment for a ret paladin is first come first serve, with a highest dps priority. That being said: Judge, CS, Consecration, DS, Exorcism, Holy Wrath. Yes, Consecration provides more dps than Divine Storm on a single target. With Patchwerk in particular, I recommend using Divine Plea before you're even attacking him. Just get it ticking ASAP, even if you're still maxed on mana. Get it going as you approach him, and then as soon as you're in melee range begin your rotation. You want to get Divine Plea ticking ASAP, because this will bring the CD off sooner. You may waste a few ticks initially, but it will return more mana in the long run, because you're not waiting to get off GCD in your rotation to initially use it.
More tips for mana on Patchwerk (this is easily your most mana intensive fight):
Use the Lay on Hands minor glyph that increases the mana return. Use LoH on yourself.
Mana pot, obviously.
Gear for the 4 piece tier 7. Despite the fact that there are better non-set pieces, this set bonus easily makes up for the loss.
