Please please read the sticky. It's sticky for a reason. Then if you have more specific questions, related to specific problems you're having, then let's talk! (Eg, "I think I have all the right gear for my level, but still run out of mana on longish fights...what should I change first?") The Healing Focus issue is mentioned there, and the talent templates are also linked there.
The one specific question you asked -- is there a crit cap -- is a fascinating one. I would consider 33% to be a cap (raid buffed). This is because Divine Aegis doesn't stack. So if any one of your Penance ticks crits, that's as much as you get; three crits in a row doesn't add any to the Aegis bubble. Nothing wrong with having more crit though, as long as you're solid in your other stats.

Ok, let me ask a few more specific questions then.
If I pull the 2 points out of HF, as a strictly PVE'r, is there more of an advantage to any of the remaining available talents? i.e. Spell warding or Divine Fury?
I saw on the sticky a list for Meta gems, but what about regular gems? Which ones are the Disc priests best friends? Ive seen a gem that gives 8 crit rating, but is that truly better than a 19 sp gem?
And I guess my final question would be, is there an advantage to staves over 1h + OH weapons? It's hard to compare the two stat for stat for me, can you just add the 1h and OH together and compare those stats to the staff? Does it work like that? It makes sense to me, but that obviously doesn't mean its right.

Erm, not sure on gems or disc specs, other than cookie cutters.... but Staves tend to have more stats like haste/spirit/int/stamina whereas 1h+OH will have more spell power and MP5 usually, not certain though. It really depends on what you are lacking
