I may be the only one here who says this, but I really hated leveling with a tenacity pet at all. I tried with the gorilla for a bit, but I just didn't think he did enough damage to hold aggro really well.
Plus, since I leveled BM, (I am not sure what most people are leveling as now) so much of my damage came from my pet, that fights with a tenacity pet seemed to take forever! And, since they took so long, your pet took more damage, and then you have to heal--which made them take longer.
I switched back to my cat (now a raptor might be better) for leveling pretty quick. It has a lot of advantages, 1) high damage=quick fights, 2) the DOT damage helps the pet hold aggro, 3) when you run instances you know you are doing max damage, 4) when you do hit 80, you have your raid pet ready-to-go with a quick respec, as opposed to going--well, I want to run H-nex, but the only level 80 I have is a gorilla. . . (not that you CANT run h-nex with a gorilla, it just means to raid you will need to eventually level a ferocity pet--so why wait?)
I picked a "leveling" build for my cat, from 70-80, which provided me with max stam, heart of the phonix, and lick your wounds, something along the lines of

As for group pulls, which everyone harps on the gorilla about, I found that, while questing, I rarely--if ever--had more than 3 mobs, and a quick MD + multishot meant that my pet had aggro on all, and I could focus-fire on his primary target. Or sometimes, I would let one come to me, and trap it. Using that system my cat and I took them out so quickly, I hardly ever had to hit mend pet.
Off-topic a bit, but scorpids did seriously need a nerf. They were ridiculous in pvp.
