No, C-side. The UI portion of the game is coded in Lua, which is embedded in the game's main programming which is in C (or C++?). Things like this are done in the C environment, not in the lower (and slower) Lua portion. Addons can't even see them happening. All an addon can see is the fact that the minimap itself exists, it's not even aware that anything special is being drawn on it at all.

It can't help for casually spotting nodes while you play, but look into GatherMate and Routes for farming. GatherMate (along with GatherMateData) adds all node locations to the minimap, and Routes is a handy tool for figuring out the most efficient path between all of the nodes, which it'll display in line form on the main map and minimap, making it easy to farm the zone on a flyer.
