You're also overcapped on hit, 9% is for judgements, however, 8% is for melee, which means that it's more than enough, try replacing them with

which brings me to the next point, you don't have enough crit, aim for 25-30%
You also have tons of resilience and haste, this will require you to replace your gear entirely.

Actually, I am almost certain you only need 8% to prevent misses with Judgement. The testing I did for this can be seen in this
screenshot
which shows 1000 casts with 8.08% hit from gear (none from talents or buffs/debuffs) and 0 misses. Yes, it was very boring sitting there and casting Judgement every 8 seconds for a couple of hours but I needed to know!

We all know what the cap is. What blade was going for was that there are more important things to get than hit..
Always, always go for the most strength possible. A ret pally with 0 hit is still a happy ret pally,
provided his strength is high enough to compensate

As for your build? I sorta agree with Khraist. You have bigger issues in your build than being hit capped when you don't have to be. As he said, i would highly recommend reading RETLOL. Twice! It's a sticky in the wowhead pally pages and will go a long way in teaching you how to make your ret pally better. It pretty much spoon feeds you anything you ever needed to know about the ret spec and how it works.
When it's time to tweak and fine tune your build, we'll be here. But for now? You need a lil' more help than I can provide in a quick post tbh. Not that I can't, but I'd pretty much be copy-pasting from the RETLOL guide anyways.
Some quick advice: Get some16str gems in every possible slot, lose the PvP gear ASAP, read the RETLOL guide 'till you can recite it in your sleep, and stack those badges!

Several people in the last few days have stated that to prevent misses from Judgements require 9% hit, including blademeld (in that very post, if you bothered to read it). I was just dispelling the rumor so that we could move on from it.

So... my judgments and my melee hits have different hit rating caps?
Considering most of the dmg comes from judgments its safely to say that 9% hit cap is the way to go?
Where you even reading? This whole thread they have said nothing but strength and hit cap is okay but not needed.

I feel like we have this conversation every week, because every week a new set of people start posting here, and every week we have to constantly back-track, explain, and move forward again. Yes, that's an elitist comment, but let's all try to understand the basics before hitting the Submit button.
Rsy -- Your gemming is awful, as others have noted. Let's make this crystal clear:
ALWAYS GEM FOR PURE STRENGTH EXCEPT TO ACHIEVE A META REQUIREMENT.
Nothing else. While there are a very, very small number of exceptions, if you live by that rule, you'll do fine. So, get rid of all those other gems and put in Bold gems. Now.
Secondly, get your gear enchanted. NOTHING you have is enchanted. That is pathetic. Cough up the gold and get them.
These two things ALONE will significantly boost your dps. Your gearing and everything else looks fine.

I thought it was 9% for melee, and 8% for specials(yellow damage). but, 8% is all that is required really. If you can get that, and 6.5% on your expertise for soft cap, you will never miss while behind the target.

It is 8%. 8% for white hits, 8% for specials, 8% for Judgements! The only things you need more hit for are spells.
