Meaning of spell power

Hi,
I'm a PVE frost mage (now at liv 38)
I have a question that I couldn't figure by myself
I find several items with spell power bonus
how it functions? + 10 spell power = + 10 damage?
for spell like Blizzard the bonus is for every shard or on damage total?
at my liv is best to boost Int & Stamina or Spell Power?
I have items with + Int / Sta or + Spell power but not items with both.

Stick to the Int and Spell Power (SP). The way spell power works from my understanding is that it adds tot he base spell damage. So if you look at your character and it say's Bonus Damage = 500 then your spell has a base damage of 100 - 200, then the final spell damage would be 600 - 700 damage. Of course resistances, criticals, and a few other factors come into to play on what your actual hit is on a critter but that's a simple explenation of spell power. So as a mage this is gonna be your biggest bestest friend along with critical % when it comes to gearing up.
This is not exactly correct. Each spell has a spellpower coefficient, based on the casting time of the spell (and a few other things, such as if it's an AoE, if it slows the target, etc). For casting time alone, the coefficient is equal to the spell cast time (untalented) divided by 3.5. So, Fireball gets 100% of your spellpower added to its base damage (115% if you get the talent for it). Instant spells are treated as 1.5s cast spells, so Scorch and Fire Blast both get 1.5/3.5, or 42.86%, of your spellpower.

. You'll notice some oddities, but using the cast time calculation will generally give you an accurate guess as to what percent you'll be getting. AoEs only get 1/3 of their normal spellpower, as a rule of thumb, and a slowing effect generally reduces the percent by 5.

I look at the table
is correct that cone of cold have so little boost by spell power?
the best boost is to Arcane Missile so it is a good finishing move on iced target
I try to boost stamina too

The problem with Spell Power is that it's never reflected in the tooltips and trying to remember all of the coefficients and then whipping out the calculator gets to be a pain. :( Thank the gods for

About last post at this moment I have enough hp & mana to survive in PVE and so I put my ideas on SpellPower
At 38 liv I have about 1.400 hp and 3.200 mana that seems very good for PVE.
I would like so to try spell power boost at least to create an "instance" outfit where hp isn't so important (if party wipe out I have no possibility in close combat so only flee or die)
so I will trade some Int e Stam boost for SP

I'm an enchanter (170) and usually boost stamina on bracers and boots
any suggestion?
how armor functions? a +24 armor kit more or lee is equal at how much stamina?
