Well, your post was better than some I've seen, but it would help out a lot if you formatted it a bit better (e.g. different questions - such as talents and enchants - being in different paragraphs). I'll try to break my answer up a bit:
1) For some AoE damage, yeah dropping FN/magma is nice, but think about what you do by dropping flametongue totem. It increases the damage/healing you do with MW procs, it increases the damage you deal with shocks, and it buffs your group's damage as well. I'm speaking as a DK, who gets nothing from spell power, and I'd rather see a shaman dropping flametongue totem than searing totem.
Basically, enhancement is mainly going to be physical and nature damage. Flame shock isn't going to quite do the DPS that earth shock will once you get some decent crit and stormstrike, lava burst isn't worth spending some time casting (and thus interrupting auto-attack), and it really is going to be better (especially as groups get bigger) to drop flametongue totem. Your healers will love you, as will any other caster DPS (sorta like how melee love windfury).
Thus, I wouldn't spec into call of flame.
As to how much damge your totems do, go up to a test dummy and try it out. Download Recount (a damage meter) and see how much damage each totem does for the duration, divide it by the duration, and you'll get your answer. I still think FT is the way to go, though.
2) Your water shield won't be returning that much mana to you if you are DPSing in instanced content. Water shield's big return is when it procs (hence why resto builds get Imp Water Shield), not it's passive effect. The base mp/5 is also not that great unless stacked on top of mp/5 from your gear and talents (such as unrelenting storm), because of the way mp/5 scales (the more mp/5 you have, the greater the increase in mana efficiency per next mp/5 gained). While levelling, I did not spec into imp shields or static shock, simply because WS procced whenever I got hit (and I was always in melee). However, in an instance, it's going to be much weaker, and it would increase your DPS to put up lightning shield instead. Like you said - shamanistic rage builds your mana back quick anyway.
3) There are a LOT of fights where increased speed will slightly increase your DPS. My guild has a lot of melee, and that's why my DK has unholy aura (15% speed boost). As a result, I dont believe it is a bad idea going for speed. However, I would go for cat's swiftness instead (TBC enchant, gives 6 agi and speed boost), simply b/c the agi would be better than the stam for you.
