The point of arcane shot?

I've respecced Survival and I'm loving it so far. I haven't got to grips with the weaving yet, but there are lots of lovely crits flying about all over the place. I just wanted to ask, though (and I think it's different enough from the two hundred survival spec / shot weaving threads to warrant its own :P ) why would I want to use arcane shot? It appears to share a cooldown with the more powerful, just as instant explosive shot. So wouldn't it be better to ignore arcane altogether, and just use explosive shot once every six seconds? Whenever arcane is up, so is explosive.
I'm sure I have missed something (as I said, I've only been survival a day), I was just wondering if someone could tell me the 'point' of arcane?

Wouldn't the point of Arcane Shot as Surv be to shoot it off during the LnL procs to prevent cancelling the ES DoT?
