Does hit rating apply to tanking

Is +Hit applicable when tanking with a 1h weapon? wowwiki only mentions 2h & dual wielding, and stickies talk about how it applies to fury... when i'm wielding a 1h, can i not miss? i am confused by items such as my
Gauntlets of the Disturbed Giant
and
Sabatons of the righteous Defender
What if i were attacking mobs 2 or 3 levels higher than me? (such as doing dungeons when the bosses are still orange, or when i get into fighting raid bosses at 80)

You definitely can miss using a 1h weap., however, hit is just not as important to a tank as it is to say, a Fury warrior.
+hit will help with your rage generation some, but that's not really a problem these days when tanking.

Hit rating is a very good stat for tank threat generation (and for making your taunts not miss). But threat generation is fairly easy to take care of, so getting hit rating capped is not a high priority for tanks. As you gear up you will find it here and there, eventually approaching the cap when decked in epics.
The cap is the same as for an arms warrior.

If you have 56 Expertise and 0 hit rating, you will till miss. Granted, a lot of tank gear comes with +hit, you definitely don't want to bottom yourself out, but never socket for it, or take a inferior piece of gear just for +hit.
So, you may or may not eventually want to socket a little for hit.
I've recently switched over all my red sockets from Dodge/Stam to Expertise/Stam. This has put me over the soft cap for expertise. Now I need to check my gear to see if I can drop some defense rating, in which case I will change my defense/stam to hit/stam.
The gear I'm in now either best in slot or second best in slot. The dodge/parry/defense I get from the items is good enough, in my mind, to keep me alive and make me easy to heal. I'd rather start focusing on my damage and threat a bit more. As your guild/raid gets more and more geared, your threat becomes a bit more important. That is the point where I am at.

So, you may or may not eventually want to socket a little for hit.
You should never gem for hit rating. It's just not important enough; a little more stamina or a little more avoidance is always going to be far better to gem for. By all means pick some up on gear though, spreading out your stats is cheaper on the item budget anyway (unlike gems, where you always pay the full price for the hit rating). Hit rating seems very easy to find on tank gear anyway.

You can always enchant it. eg on gloves. I simply dont find the 2% threat enchant that great any more...
Realistically, 15 expertise rating on gloves will always be far better than 20 hit rating on gloves. And the threat enchant does have some parry rating as well.
