+hit has always been for both PvE and PvP, it's just that you need less of it in PvP.
You need +5% hit to never miss a melee attack, and 4% hit for spells to never miss, in PvP (equal level targets).

Example, at level 80, it takes 8.2 expertise rating to get 1 expertise point. 1 expertise point lowers the dodge/parry chance by .25%. So, if I have gear that gives me 9 expertise rating, I'm lowering parry/dodge by .25%, if I have 16 expertise rating, I'm still only lowering parry/dodge by .25%. Once you get to 17 rating, it will jump to .50%, there's no range in between like there is for crit and hit.
