For every dps class and spec (except healers) hit rating is your most important stat. No exceptions.

+Hit only matters on Lvl 83 raid bosses. For a realistic view of how much you are missing, test your dps on a
Heroic Training Dummy
, and inspect your DPS breakdown using
recount
.
In heroic dungeons, +Hit does not matter, but once you pick up a few pieces of gear, you should be able to itemize for +hit and still do over 1.5k dps in Heroics. The DPS requirements for heroics are relatively low, it doesn't make sense to worry about points 'wasted' on hit.

as a rogue, hit rating is the most important stat until we cap yellow attack. after this AP and Agi is more important. And with talent, this cap is realy low(it's like 90 hit rating)
The problem is that for us 1% more hit /= 1% more dps.
But 1% more AP yes.
For caster, different story. You can't loose casting time for a resist wrath or starfall. that's a big loss of dps and waste of mana.

Hit capped is 8.90%
This is wrong. This thread is referring to moonkin hit cap, which is 17%. Moonkins get
Balance of Power
for 4%. Adding 3% hit from
Improved Faerie Fire
or shadow priest's
Misery
brings this cap to 263.

While it may not matter versus like-level opponents assuming you've invested in 2/2 Balance of Power, heroics include mobs up to level 72 (generally), meaning you will encounter a further 2% miss rate on those mobs. Improved Faerie Fire can indeed mitigate that.
It would, however, be silly to intentionally ignore hit rating while gearing up as you
will
need it eventually.

One of my friends also has trouble understanding this. However, as a Moonkin, we need to be hit-capped because we:
-gain mana back from critical hits
-haste from critical hits
-additional damage or crit rating from critical hits
...and none of that happens if we miss.
If you miss on a Starfire cast, you might as well have been standing there picking your nose for the 3s cast. If you miss a Moonfire, you need to spend twice the mana getting it up and you lose a full GCD. I would gem for Spell Power and Hit Rating, while trying to get the Mark of the War Prisoner (73hr + use effect) from Heroic Violet Hold, one of the easiest heroics off the only guaranteed boss.

I've built a heroic set and a raiding set. I agree its dumb to ignore +hit because you rarely raid, but I also think its pointless to throw on 2 +hit trinkets (or whatever else) that are useless inside of a heroic when there are better options. With balance of power and the relatively high amount of +hit you can get without trying, hit capping vs. an 82 is quite easy to do accidently.
Anyways, I use 2
Pawn
sets, and have 2
Outfitter
sets. My point is, its not hard to build 2 sets. More than 2% +hit is useless against anything but a skull boss, so if you're not fighting one don't wear more than that... And if you are, then DO wear more than that.
