Stamina : 100 (this is single most important stat due it is on all gear and you never can have enough of stamina)
Defense (98 IF NOT or NEEDED to reach def cap of 540) otherwise much lower (49)
Dodge : 92
Parry : 87
Block rating 85
Block value : 85 (This due threat and migitation mechanics)
Hit rating : 82 (if not hit capped which is ~9%)
Expertise rating : 81 (if not soft capped which is 26
Strength 76 (due contribution to block value and AP)
Attack power : 62 (only benefits threat)
Agility : 39 (agility is not actively present in paladin tanking gear and largely needed for benefit so gets very poor score)
Unless you have all the 25 man gear at your disposal, you'd be consistently gearing for defense anyways, therefore it's a non-factor.
Even if you're defense capped, next to block rating, this is the best method to reach 102.4%, at 31 points per avoidance/mitigation 1% to dodge's 39 rating.
Defense will also be higher than Parry at
any given time
41 defense for 1% avoidance and 49 parry rating for 1% avoidance.
Expertise is arguable superior to hit, but that's messy and I won't get into that.
AP should be less than 43% of strength, 43 str = 100 AP and BV before Kings, 62 is way too high.
Agility should be above 75% of dodge, 52 agility provides 1% dodge (as does 39 dodge rating) and crit and armor, before Kings, 39 is way too low.
This listing is my rough estimation how to priorize gear acording to stats, and these values greatly depend on your currrent gear and if you need to remain capped (which is recomendable for most cases)
If you're doing rough estimations, make your own preset and use it instead of suggesting it lightly in the theorycrafting section.

needs to be replaced with
Chaotic Skyflare Diamond
in the charts, the 4 Critical Strike Rating difference may put off the total.
Also, since it's an condition effect rather than a static, it should be noted and increase the benefit of all helms with meta gem sockets, at approximately 30% crit chance, buffed, this will increase DPS by approximately 1% for melee and 0.5% for casters. If a DPS is pulling 3k, then it is an appromiately 30 or 15 DPS boost.
On a retribution paladin, about 25 strength's worth.
As such, it cannot be calculated due to those factors, however, it is significant.

in the charts as the additional critical strike rating may offset the total.
It should be notated as conditional rather than, seemingly, a static effect. Furthermore, the increase is a benefit to all helms with meta-gem sockets. At approximately 30% chance to critically hit, buffed, the increase will cause an increase of ~1% DPS for melee or ~0.5% for casters. If DPS are pulling 3,000 per second, then it's an approximate increase of about 15-30. For Retribution paladins this is the equivalent of about 25 strength.
As such, it cannot be calculated accurately due to the above. However, it remains worth mentioning.

I've recently discovered
Simulationcraft
, which can simulate encounters based on individual players' stats and gear. Additionally, it can derive weighting for individual players, and will automatically link the Wowhead weights in its output! For example, here's mine:

Unfortunately, its not user-friendly and doesn't support all classes yet, but seems to be fairly accurate in terms of estimating DPS. It's also gaining support from the folks over at EJ.

With the recent changes to armor multiplication for Druids and Death Knight, it would be great if weight scales supported that.
Currently armor trinket in particular get a much higher rating than they should. But also every item with it's armor stat in green text counts as bonus armor, and is not multiplied by bear form or frost presence. It's mostly cloaks and pvp gear these days that have "green armor".
I hope this feature will be added some time in the future. It shouldn't have to become a seperate stat in the weight scale, as the bonus armor scale is simply the armor scale divided by the armor multiplier for that class.

talent I would expect to have Stamina a positive weight. I suggest something around 25.

I'd like to point out that Agi currently has no weight for DKs (Atleast not in Unholy). For the record, 65.2 Agi is needed for 1% crit where 45.91 CSR is needed. With the current weights, this means a agi value of 32 should be about right. I get my values from
wowwiki
and did the stat calculation as 45.91 / 65.2 * 46 = ~32.
I wouldn't say this is exactly accurate, as Agility only gives crit with physical abilities (unless death knight spells work off of physical crit or something), whereas crit rating gives crit with both melee and spells. I usually estimate about half the value of crit rating, but it really depends on spec and how dependent you are on spells. Blood, for instance, would have a higher value for Agility, as more of their damage is physical. I just find it odd that the stat weights would consider Agility to be completely worthless. Elitist Jerks seems to ignore it as well. It has to be worth SOMETHING!

With the new talent Soul Barrier discipline priests will have a very good "raid healing" spell. Along with the rapture nerf, this means that crit is no longer as valuable since we don't get any regen from it.

Combined stats... Using a 60/40 split for throughput vs. longevity.
* Intelligence - 0.65
* Spirit - 0.22
* Haste Rating - 0.59
* Crit Ratng - 0.48
* Spell Power - 1.0
* Mp5 - 0.67
I don't know how the "mana regeneration" stat weigh on wowhead actually works but it should be tweaked so that mp5 is better than spirit.
Afaik you need 50% spell haste to get to GCD for shield spam.
50% is:
- 25% from Borrowed Time.
- 6% from Enligthenment.
- 5% from Wrath of Air totem.
- 3% from Sanctified Retribution or Imp Moonkin Aura.
- 11% from gear.
That's the only reason why haste isn't more valuable.
So from looking at the spreadsheet I would suggest something like this:
Spell Power - 100
Mana Regeneration - 70
Intelligence - 65
Haste Rating - 60
Crit Ratng - 50
Spirit - 25
These numbers ofc need to be tweaked in the 1-2% market

The Fury Warrior Weight Scales need to be reviewed. I simply cannot see how 1 point of AP is better than 1 point of STR, being 1 point of STR equivalent to 2 points of AP and benefiting from Blessing of Kings.
