SnD makes a huge impact on the damage you do at later levels because hit rating (increases chance you will hit that means no dodging parry/blocking and missing).
because of the lack of Hit Rating at lower levels this is a common thing but you may see a lot of misses but you are still hitting the target at the same chance you were before SnD but are getting more swings out there that is what makes SnD great.
I say just stick to evis and rupture till higher level because the uptime for SnD is too short for keeping up while leveling/questing.
As for swords if you plan on staying combet most weapons will do you good just make sure to keep 2 of the same so you do not over-spend points on multiple specilizations in combat tree.

SnD is a great skill. Yes, it gets better with lvling, talents, AND, you will get a new rank in the 40s that will increase the haste by 30% instead of 20% and it will make a difference.
The typical rotation for soloing, unless it's going to be a tough mob that you need to control, is..
1. Garrote (Get glyph for garrote, it's leet)
2. Slice and Dice
3. Sinister strike to 4 or 5 points (Glyph of sinister strike is yummy too)
4. Eviscerate
5. Rinse and repeat
As you get more talents and better gear, you miss less due to talents and gear with hit rating, and, better gear means more AP, which scales your weapon poison damage too. Also, the other thing that makes SnD so yummy, is that faster swinging means more procs per second from poisons.

why use eviscerate when you can simply use rupture. Eviscerate is affected by armor, while rupture ignores, on top of being a DoT allowing you to vanish and remain engaged.
If the mob is going to die in a few seconds, using rupture would be a waste.

I am was refering to a farming/grinding rotation. He's only lvl 38, or something. Also, in order to make a rupture worth it, you need CP. If rupture can't run its' full duration, do you think it's worth it?

Was a typo. Meant to say you need about 4+ CP to make it worth it. How are you getting rupture off early enough for it to run a course without the needed combo points. Just because something it's called a finishing move, doesn't mean it should literally be used to "finish off" a mob. xD

If the mob is still has enough health for a full rupture by that point, you're doing it wrong.
