I've started going for 1 or 2 full rotations, before dropping back to exclude Consc entirely just to save the mana. Divine Plea is nice, but it just doesn't keep up 100% of the time.
I'm in agreement, actually.
My experience in tanking heroics and early raids is that this does drain mana steadily against a single target, even if you're getting pounded solidly and therefore getting good returns from SA. This is more evident in 5-mans, where you may lack a class with a replenishment ability.
The rotation is, as I've said before, not an excuse to shut off your brain and button mash. It is still important for initial aggro generation on your targets, for retrieving aggro after a threat wipe, and for AoE pulls where mana is a non-issue. I suspect it will grow more important as content patches are released, as the threat our dps generates will increase at a higher rate than our ability to generate it.
Quite often, after I've established initial aggro, I drop back into maximum mitigation and focus on keeping Holy Shield and Sacred Shield up, using HoJ on the most dangerous mob I can stun, and slipping ShoR, HotR, and my Judgement into the gaps.
Paladin tanking is mechanically and fundamentally very different than it was in BC.

I know that Imp Js are not typically 2/2, but, I am finding that I like having my libram up more often for more mititation. So far, no threat issues. I use HS, judgement, SotR, HoR. My AS gives me enough fronst loaded threat that starting the rotaiton with a judgement isnt an issue. My glyph of cons also allows me to put cons into my rotation more often, since it's 2 seconds more cons for no mana cost.

I can see where the rotation helps but i dont actually use 1 myself i just tend to use the next 1 that cools down even if im waiting a second or 2 for the next move.
I have never found that im losing aggro on a target (Unless theres a bad pull) with SHoR as long as you try to get every 1 hiting the same target.
As for mana dont you use divine plea (25% mana over 15sec with 1min CD)?

This might be late, but here's my rotation.
Seal of Vengeance (screw seal weaving, i like this one and i also like having mana for the more important consecrate or HotR)
Avengers Shield (for groups. on just one mob, i run up and judgement)
Consecrate (obviously, i'm not gonna wanna drain my mana with this if it's only one mob)
Hammer of the Righteous
Holy Shield
Judgement of Wisdom (procs my libram.
Libram of Obstruction
)
Shield of Righteousness (my block value is higher so it hits harder = more threat)
This may not be based on cooldowns, but it gens a lot of threat and it also does some nice damage if i happen to crit with shield of righteousness while my libram is procced it'll do like 4.5k damage and also that right there is however much the "this ability causes high threat" multiplies that by and then there's the righteous fury increase, so with just righteous fury (this would be without the "high threat" thing) it does 4500*1.9=8550 threat so that's pretty much easy threat over every party member so yea, the timing of the items does matter a little bit.

I recommend this libram to all tankadins, it's only 15 emblems of heroism.

i know this is alot mana burn but u have BoS if u hold 3 mobs u still have mana build up..so anywhere to cut rotation if there is happen like mob run to healer so cut rotation to taunt mob that run to healer, AS to gain threat from him, stun it then Consecrate it or rebuff Seal.
after new patch 3.0.8 i will get divine guardian somehow ..
