Raids: 5x scorch, fireblast, fireball x 2(or 3), fireblast, fireball x 2/3... keep scorch stacked.

Um fireblast adds to your damage... show me some theorycraft showing that it hinders your dps? If you spec fire, it has a very high crit rate, adding to more Ignite procs... which increases your dps with the relatively long cast time of Fireball. Don't be lazy... include fireblast in your casting rotation. For trash or solo grinding, I wouldn't worry about fireblast too much... but for bosses, keeping scorch stacked and 2/3x fireball + fireblast + repeat = win
Saying that you shouldn't use fireblast is like saying warlocks shouldn't put up DoT's while they're shadowbolting.

Hmm, isnt it better to wait till fireball DOT burns down?
I just respeced from fully frost, so i'm far from expert, but my sequence is:5xscorch, (combustion+trinket)Pyro, and now just repeating fireblast, fireball, scorch until trinket and combustion is up again.
The little extra damage you loose by continuosly refreshing the DOT from fireball is negligible, so no don't wait for the DOT to finish before casting another fireball. Waiting to pop combustion+trinket till after the scorch stack is built up is a good idea, that way you ensure your higher damage fireballs benifit from the extra crit chance, but don't waste 6 secs of the benefit from the trinket with a pyro to start with. 2 fireballs with the bonus damage from the trinket cast in the same time as one pyro (if 5/5 imp fireball, which you should be in a 10/48/3 build) does alot more damage, even if both don't crit.
Boss fights:
10 mans: scorch up 5 times
Then it's 7-8 fireballs scorch spam.
25 mans: Scorch up if you have multiple fire mages you only have to cast 1-3 scorches to bring up the scorch
Then its 8x fireball 1 scorch
If you have a mage who doesn't know rotations very well and spams scorches to often just keep fireball spamming.
If you have a good deal of mana when boss is under 20 % start using the 2x fireball fireblast rotation. This means you have to have 1 talent point put into imp. fireblast.
Trash:
When a mob dies under 10 seconds don't bother scorching up coz its a waste of dps and a waste of mana.
Try to use as much fireballs as you can untill target hits lower health try to squeeze as much damage as possible out of it.
Fireblast + scorch is a nice way to go to the maximum of this.
When a mob doesn't die under 10 seconds just scorch up to full.
The dps increase scorch gives is too much to be ignored.

Get the scorch debuff up to 5, spam fireball, when scorch is about to go away, refresh it.

I wish I had some numbers for you, but I dont. Fire Blast's damage:mana ratio (DPM) is the worst out of all our fire spells.
Base DPM for mage spells:
Fire Blast: 1.559
Fireball: 1.753
Pyroblast: 2.13
Scorch: 1.85
Arcane Missiles: 1.783
Arcane Blast (0 debuffs): 3.590
Arcane Blast (1 debuffs): 2.051
Arcane Blast (2 debuffs): 1.436
Arcane Blast (3 debuffs): 1.105
Frostbolt: 1.899
Ice Lance: 1.16
Ice Lance (frozen): 3.48
Only upper debuff'd AB and unfrozen Lance are worse DPM.
