Overall, I like that build, however I do question two of your choices.
If you have the Fingers of Frost talent, you should put points into Shatter, which may significantly help you out, even though it's only two spells. I would expect it to proc relatively frequently, so over the course of a boss fight, it will lead to more likely criticals. I have been gone for quite some time now, so I haven't really been following the discussions on the use of Shatter against bosses. Perhaps I'm missing something.
Secondly, (this is really more of a question than an answer) is the "frozen" effect of the Fingers of Frost considered "snare" because the effect is on the PLAYER and not on the target. Using the Torment the Weak talent might be fantastic if it does, but if the target is NOT considered snared, then it may be wasted points. Can someone please clarify?

My latest understanding (and again, I may be out of date) regarding Finger of Frost and Shatter is that you could gain shatter procs off of targets so long as Fingers of Frost was active.
General rule regarding raid specs is that you don't spec to kill trash you spec to kill bosses, anything else is irrelevant. It might be awesome for you to be #1 DPS on the trash kills, but where it matters is the boss kill. If you're #1 on trash but #10 on the boss kill, I would say you haven't pulled your potential weight. Trash dies easily. Bosses don't.
My point is that if Shatter can proc on bosses, it would be more valuable than the Torment The Weak talent.

FoF makes spells treat targets as if they were Frozen, which means Shatter can now work on bosses. :)
There is no other reason to take FoF if you don't take Shatter.
