Reverse that, you want Crippling on the OH so he can effectively Hamstring the Druid every time he/she shifts.
If the rogue is Mutilate, he'd probably have a slightly easier time with control/burst/poison application. The downside is slightly less mobility in comparison to Shadowstep, but if your partner plays with half a brain, it won't be hard to counteract.

Mutilate is competitive if he isn't an idiot. Right before I quit I ran Mut Rogue/Disc Priest to 1900, then to 2051 with a Restokin in about two days. If the Rogue focuses on locking the Druid down, the Shaman can afford to dump some additional DPS if he doesn't have the Druid's partner crammed up his arse. Shadowstep has mobility, but lacks the burst - even with resilience, Mutilate still hits hard provided the Rogue is using a 4pc T6 combo.
If the Druid is shifting, he's burning mana on something besides heals.
Rogue/Shaman is a bit more...awkward, but it's doable. You won't hit 2050 anytime soon, but you can still remain competitive in the upper tiers if you play it well.
