Might be your server, maybe its low on mages?
As a mage, I generally hand out portals to people who are nice. If they come with a stupid l33tspeak request like, then I just ignore them.
A small fee is always a matter of course. But if people come with a good and friendly reply, then I usually don't charge them.
Personality > amount of gold for me :)
Also, a lot mages ignore the low-lvls or just ignore everyone. So its pretty normal that you can't get a portal.

Depends on the attitude of the person asking for the portal, as stated above, I usually don't bother porting people who spam incoherent messages to me asking for a port, or demanding I make them one (even get messages like "make me a portal to shat now mage" wtf..?). But it gets extremely annoying if you happen to be one of a few mages running around in the city.. seems like everyone expects a free portal just because you can make them these days.

There is a guy on my server who gives free ports every evening. He has a spiel on macro about how mages shouldn't be charging several gold for a cheap port, etc. It's funny how other people get so upset about it.

The portal industry is probably going to have some of its business cut off in WotLK. With the addition of a boat going directly from Stormwind Harbor to Auberdine, Allies will (at most) have to hop the tram from IF to Stormwind and then boat to Kalimdor to access Teldrassil and the Exodar.
More on topic: When I need a port I don't know that I've ever just randomly whispered a Mage. I ask in trade chat and make sure that I mention the amount of the tip I'm offering (never more than 2 gold).
Here's how I look at it: At most it should take a Mage just over 1 minute to complete a "portal" cycle - 10 seconds to port to wherever the customer is, 15 seconds to load, another 10 seconds to open the portal, 3 seconds to collect the tip, 10 seconds to port back to wherver the Mage started from, and another 15 seconds to load. The cost for this in mats is 40 silver (20 for the portal reagent, 10 each for the port reagent). That means the the Mage is making a 1 gold, 60 silver profit.
That, in fact, averages out to about the per-minute profit of doing a daily. If we figure 7 minutes to do an average kill daily on the Isle of Quel'danas and we get ~12g for that, that figures out to 1g 71s per minute of work. :P
I don't disagree that the people who randomly whisper a Mage they found in /who are annoying - and by all means, put 'em on ignore. But don't turn around and try to fleece people who are asking politely - or at least don't try to fleece me, because I ain't buying it, heh.

And your misreading makes your ASSumption wrong. Note where I said that I ask in trade chat for ports? I personally never whisper a random Mage; I ask in trade and wait for a response.
If they're seeing my request in trade chat they are, in fact, in a capital city, and thus should be able to Teleport back to wherever they started. Unless they've added trade chat into non-capital zones? If so I've yet to notice it.

as a lock i partly go through the same thing as mages, but in a lesser degree
knowing how irritating it can be i just bought the reagents mages use for a portal and mention in my initial portal question that i have the reagent for him to make the portal...
costs less then 2 gold! and the mage doesn't have to buy or use any of his own mats to make the portal... only time
(i don't pay an extra fee, and so far i've never been asked to do that... generally they are more excited for the fact that a non mage is walking around with mage mats for portals)

I was up in the Isle last night to grab the flight to ZA and was asked to port a stranger to Shat. They were standing in my path to the FP. They were from a guild with whose members I have occasionally pugged. The request was polite and included the word please. As I ran up they buffed me with a 60 minute buff. I was in a hurry to reach my desitination, and since i was already grouped I had to fool around to get leader to invite them. However, their port was free.
Despite my normal pricing model for ports, if someone demonstrates their appreciation for the service, I'll be a "nice" guy. Experiences like this one are so rare that they comprise fewer than 1 in 100 port requests.
