Blood elf zones are added in TBC, so thats why they have better quest rewards. With that reasoning, try to get a portal to Exodar (draenei capital), and level there.
Otherwise, there's nothing much you can do close to Stormwind...

I did all the Elewynn quests, ending up with soloing Hogger in vendor whites with a 4 dps mace :P But, that only took me to halfway through lvl 10. And the earliest quests in Westfall are all lvl 12+ it seems, which is why I'm struggling so much in my current gear.
Nah. Early Westfall quests can be done as a level 10 fairly easily, for the most part. The Peoples' Militia (killing level 11-13 Defias Trappers & Smugglers), collecting oats for Old Blanchy (just avoid the level 14-15 Harvest Watchers in some fields), Patrolling Westfall (there are level ~12 Gnolls on a hill in the northwest of the zone), Westfall Stew (there are plenty of level ~12 Young Goretusks and Fleshrippers around, the level 9-12 golems drop the Okra. Might have to wait on the Murlocs, though, since even the weakest ones in the northeast are nasty), and the one for Goretusk Livers (again with the low-level Goretusks - lot of grinding on the food quests, though, which is good :) are all great and should get you to the point where you can handle the later ones.
Of course, you could always go up to Ironforge via Deeprun Tram (and there's an easy level 10 two-quest chain on the Ironforge side) in Stormwind's Dwarven District and do some Dun Morogh quests - there'll be plenty that're still yellow & green for you.
