Druids can't block or parry. We need SOMETHING to make up for that, and a higher health pool sure as hell won't do it. Even with crushing blows gone, we need armor values higher than that of the other tanking classes. Certainly not as much higher as in BC, but it does need to be higher.

Mother Bear doesn't scale with gear... and that's where the problem is.
You get the exact same benefit from it when you're naked and when you're in full Naxx gear.
If content is scaled based on gear, Druids will be overpowered in lower tier content (5 and 10-mans) and be left in the dust for higher tier content (25-man raids). I think the general idea is to make all 4 tanking classes at least viable for all the tanking situations... with the possibility of each class excelling in certain situations (ex: Bears for physical tanking, Paladins for AoE tanking, DK's for magic tanking, Warriors for all-around/mixed tanking).
It scales with environment though, don't leave that out.
What I'm saying is: A mob hits you for 100, 15% off of that is 15 damage. An endgame mob hits you for 1000, 15% off that is 150 damage. Pretty cool imo. Though it would help if druids scaled with gear, too.
