Some questions about Frost leveling

If someone were to level, or do anything besides tanking as frost (Yes, I know it's supposed to be the tanking tree) would dual-wielding be the only sensible way to go?
Also, what would the frost rotation be? Something like:

No, it's not. All three trees can tank. All three trees can DPS. All three trees can solo. The only difference you're going to see is in what type of talents you take. If you go frost and only take damage talents, you arent going to tank as well as someone who goes frost and takes tanking talents.
And no, it is not better to dual wield for leveling/DPS until you hit level 80 and get hit capped. Even as frost, you are still heavily based on weapon damage from strikes, and you will always end up doing more DPS with a big, heavy-hitting 2hander before you're able to attain 20+% hit.

You're almost always going to open with these two anyways, it's common.

Your numbers are off for one, and two... obliterate only takes 1 frost + 1 unholy, so you still have a blood rune left.
Standard rotation for a frost DK looks something like this:
1. Icy Touch (pull)
2. Plague Strike
3. Blood Strike
4. Blood Strike
5. Obliterate
6. Frost Strike
Many DK's right now are reporting more damage from howling blast than obliterate, so you could use it instead by doing:
Icy touch
Plague Strike
Plague Strike
Blood Strike
Blood Strike
Howling Blast
Frost Strike
One last question: If I have 3 diseases on a target and I crit with Obliterate, do I do 500% dmg? (100% weapon damage, + 150% for 3 diseases, all doubled) or 350% dmg? (100% weapon damage, doubled, + 150% for 3 diseases)
The extra damage, as far as I know, is not based on weapon damage, but rather a percentage of the bonus damage.
So, obliterate should be doing 100% weapon damage + 494, and an extra 247 damage per disease on the target. You wont have 3 diseases as frost, you only get two - you have to spec down to crypt fever/ebon plague/unholy blight in the unholy tree in order to get 3-4 diseases. So, with two diseases up, your obliterate does 100% weapon damage + 494 + 247 + 247 (100% weapon + 988 static)

Just to be sure, is the "higher damage output rotation" IT, PS, BSx2, HB/OB, FS or IT, PSx2, BSx2, HB/OB, FS?

I couldnt say, I dont play frost =P
I would think the IT -> PS -> BSx2 -> OB -> FS would work best, especially if you had annihilation. Howling blast is more aoe-catered, but does some good burst damage when needed and only costs 1 frost rune.
So, if you were going against multiple targets you'd probably use the howling blast instead. Something like Icy touch -> Plague strike -> pestilence -> blood boil -> howling blast

frost really has nothing else to spend unholy runes on, and if you're wanting to keep blade barrier up you need to run them all out every chance possible. If you're going to use up your second frost rune on howling blast, might as well get rid of the extra unholy rune since you wont be able to do anything else with it.
And blogs are for losers.

Death strike costs 1 Unholy + 1 Frost, not 1 Unholy + 1 Blood. It has the same cost as obliterate and scourge strike.

Thanks a lot guys, all of you. You've been a big help. To answer your question, savethepaperclip, I was using wotlkwiki.info, which is odd that the info it provided was wrong, considering it's supposed to be one of the most up-to-date sources for info besides Visas.
