I don't see it anywhere there, and I have seen multiple times people saying that it has been removed from the policy.

blue post from 2007. If you notice, that part is no longer listed under inappropriate in the current website. Unless for some reason us.blizzard.com/support isn't the North American support site, but I read us. as United States, or North America.
EDIT: Those sources are from 2006 and 2007, so the policy has probably been changed unless they removed it from their website while still keeping it in effect.

My friends have had to change their names recently, and I have reported names recently which resulted in name changes. Target by name is a feature of the API, and by using special characters it can help in PvP against those who can't type them.

that says "they're no longer actionable". I'll still be reporting people however, because I think it is lame in PvP and lame to try and communicate to people with these characters. IMHO, it falls into the l33t speak policy.

My question is simple. I want to know, how do you, with specific detailed steps, assign symbols on top of the letters of the name you're creating? I've seen several people with names that have particular symbols on top of certain letters.
To answer the question: Some languages use these letters/accents, and they are not just random weird symbols. On a Norwegian or Danish keyboard setup, you would find
æÆøØåÅ
and on a Swedish one you there would also be
öÖäÄ
. Icelandic use some weird
Ð
for the
th
-sound, and Germans used to use the
ß
as a
double s
earlier. Some symbols are used in maths, such as
µ
for
micro
.
You can find all of these symbols currently installed on your PC by going to
Start > Accessories > System Tools > Character Map
on any Windows computer. Select a character set that has many symbols, as some character sets have few. Certain symbols simply do not exist in the WoW client you use, such as asian letters. These will just show up as questionmarks when you try to copy them.
The reason these are banned from American servers is quite obvious. In addition to the name copying abuse many people frown upon, most Americans will just have issues contacting people with these symbols. As a Norwegian, I can type most of the foreign symbols by combining the buttons making ¨ and ^ with a vowel (ä ë ï ö ü ÿ â ê î ô û).

: More technical info, every button on your keyboard is bound to an ASCII character. You can call forth any character from your OS by typing it's character code on the numpad when holding Alt down. Alt+0134 gives † on my keyboard (hold Alt while you type the code, then release Alt). Most of these codes are universal, but some may also vary for some languages using certain symbols in their languages. On the net, unicode is more used, and use different rules by region.
