You're reading the skill wrong. They changed it to match improved devotion aura. It increases the amount of healing RECEIVED by the target by 3%. It doesn't increase your +healing stat by 3%.
If you cast a Rejuvenate that does 800 healing per tick, he'll now take 824 per tick. Rejuv with talents gets 96% of your +healing received over the course of the 4 ticks, so this is an increase of the equivalent of having +100 more healing.
Note, an 800 per tick rejuv is about +2000 healing... a tad more.
To your question, it DOES make spirit less important for a druid at level 70. It was the only reason you took it over mp5. Spirit regen + Intensity was not better than mp5 in pure regeneration of mana during the 5 second rule, but you took it because it was almost as good, and it improved the healing received.
I've been trying to anticipate what mana regen looks like at level 80. I pulled a base_regen number out of my butt that I think would be fairly accurate (.007655, I took the percentage difference from 50-60 and 60-70, and went halfway between them) for level 80, determined what mana regen would be for a druid with 800 spirit and 800 intellect (which seems like it shouldn't be impossible for a level 80 druid to get) and it showed that each 2.5 spirit = 1 casting mp5, which is exactly the same item weight (with the lower INT and SPI that we work with now, mp5 regen beats spirit regen on item stat weights), so if ultimately spirit regen is equal to mana per 5 stat regen, then we got nerfed, but not terribly.
