If Frostfire Bolt is NOT nerfed, the points put into Frostbolt will be moved as the following linked spec has and Frostfire Bolt will be the main nuke in the rotations detailed below. If not Frostbolt will be the main nuke.

Why is it the best as the talents currently are?
1.) Scorch affects Fire AND Frost(and arcane, but irrelevant) spells.
2.) Brain Freeze and Fingers of Frost allows this rotation:
Scorchx5, Frostfire Bolt/Frostbolt spam until you proc Brain Freeze, throw a Fireball with it, if you proc Fingers of Frost, use a Frostfire Bolt/Frostbolt+Ice Lance Shatter combo, while keeping Scorch debuff up
3.) Improved Water Elemental: Lasts 60 seconds, each tick restores 3% of the raid's mana, 12 ticks, essentially 36% mana regeneration for 25 people... 2minute 24second cooldown and Coldsnap can be used. We're the new Shadow priest?
This rotation requires us to strategically place, use, and time our various skills, including the equilibrium between the cooldowns of Icy Veins and the Water Elemental with Coldsnap, the multiple possible procs at any moment including Fingers of Frost and Brain Freeze.
Which is what I think Blizzard intended.

Nope, no challenges, just that I believe that Frostfire Bolt double-dipping is not intended. :)

Note that this build works well for Frostbolt instead of Frostfire bolt too.

If your using Frostbolt with this build, then you've just wasted Ignite. Also, I think you should probably pick up Winter's Chill, as that's a great raid buff.

I basically assumed I would be the only mage in the raid, as is the case quite often currently.
Ignite is points to get to Scorch BUT it also boosts the damage of Scorching and the Brain Freeze.
Theres not much else to put the points in if you take them out of Scorch/Fire tree.
I think being your own synergy is important to the raid right?

Frostfire bolt is getting nerfed bad, either fully or just the double dipping.
Kalgan said about mages being nerfed for doing twice as much damage as expected. This was later explained by Koraa as a "specific mage build" was doing about 8k dps compared to the best rogue doing 3k
This was done because of spells and talents which were not fully implemented and/or not in the game yet. So all signs point to Frostfire.
But while being on topic, i checked the OP trees and they look weird, both times you didnt take Deep Freeze... WHY.
Its an Instant, which deals 1500 damage. Crit for 250% and have a -permanent- 75% crit since it requires frozen target, and Finger of Frost allows in it rotation.
About Brain Freeze, I really wonder, beause it says Frost damage spells, most likely in Frost-school spells, while Frostfire itself is part of the Fire school. and not getting Chilled to the Bone (which increase Frostfire) maxed in a frostfire build is really stupid o.0
And lastly, Blizzard is doing all their possible so there isnt "only one mage per raid", Frost mana regen and Fire dps with their Curse of Elements 2.0 (aka, Imp Scorch Glyph) goes pretty well in synergy :)
