imo, i think those who do not have a 70 should get some kind of xp buff.
I disagree. We already have enough people running around who have no idea how to play their class. Everyone wants an easier way to level, but the fact is that that 1-70 grind is crucial to teaching you the different aspects of playing your class. I think with each expansion, blizzard should slightly decrease the XP needed to level (so going from 1-80 in WotLK doesn't take any longer than 1-70 did in BC), but that's simply to keep the game from becoming
too
overwhelming for new players, because obviously Blizzard doesn't want to discourage new customers. I also think the idea the the OP mentioned is bad, and the reason why were explained by mrfoughtforever.

Yes and no. The 'leveling to 70 is essential to knowing your class' claim is only partly true. It's absolutely true for a person's first 70 (or 80) but is less so for each subsequent character. It took me a long time to learn how to fully use all of my first toon's abilities -- I didn't really understand everything until I had been 70 for a while. But the learning curve of my second and third 70s was much shorter, because I already had the basic concepts down.
There are also good reasons why Blizz should encourage multiple level-capped toons. My first toon was a DPS and my second was a tank -- and trust me, I'm a much better tank for having gone through and made all the possible mistakes a DPSer can make.
Think of having multiple toons as a form of cross-training. The best hockey players aren't the ones who play hockey every day. The best hockey players are the ones who play some hockey, some soccer and mountain bike. The best football players are the ones who practice ballet in the off-season.
So, you want to be a better tank? Roll a healer alt. Want to be a better DPS? Roll a tank alt. Wanna learn how to be stuck in a rut? Play the same toon over and over and over...
Encouraging alts is a good for everyone in the long run.

This isn't more experience to already settled players, its less experience for new players.
I'm pretty sure those amount to the same thing. Or, as they say in philosophy classes, a "distinction without a difference."

There's a reason why Death Knights don't start with all of their abilities, talent points, etc.
It takes time and practice for you to figure out what works best, what's most efficient, how <ability> works, what's good and what's bad.
I think that the amount of XP needed to level needs to be increased, or the damage potential of lower levels in PvE needs to be increased, but don't make it so that you can hit level 60 in a couple of hours. I realize that's not what the OP's thread is suggesting, but it's what the majority of players want.
