One they reset their passwords, they can contact a GM to have all of the gear replaced.
As for money taken from the guild bank, I'm not sure if that can be replaced.

Well, it is the account holders fault, not hacked due to anything under Blizzards control.

First thing they need to do is scan their computer and get whatever caused it off. Delete their addons too. Then go on the website and change the password to their account using their security question. Once in there they can send a GM ticket to try and get their stuff back. This happened to me a while back, and I was able to get most (but not all) of my stuff back. Most of the GM's are really nice and more than happy to try and help you. It did take a few days to get the stuff back, some was sent instantly, but others took a while. Good luck!

I once was stupid enough to click on a Keylogger link. I managed to not get hacked by using an Anti-Virus and (just for safety) changing my password on another computer. Bet the guy who was trying to hack me got pretty !@#$ed by that. =P

An officer left a guild I was in, and he took everything out and left because he was being cursed at, so then the gms gave him a 2 day ban and they restored what was in the guild bank. So that answers your question.
