Im new to WoW just bought a month ago and from what i understand is if new expansion comes out then previous expansion will be added to the game. Im currently deciding to buy legion and also the new expansion BfA but i dont think i have money to buy both since i have student loans should i wait for BfA or buy legion now during the winter sale

BFA won't be out for quite a while yet. I'd recommend you get Legion and play that before you decide on getting the next expansion. It'll give you time to evaluate if you want to continue the game or let it rest as the expansion drops.
Buying it now should be the best and cheapest option for quite a while.

Also, if you have any inteeest in creating any of the new Allied races when BfA is launched, purchasing Legion now at the lowest sale price will give you plenty of time to work on unlocking the requirements for the new races.

Don't buy Legion just yet. Getting through all of the Classic, Burning Crusade, Wrath, Cataclysm, Mists, and Warlords content will take you waaaaaaay longer than a year. By then, Legion will be free. I've been playing for 6 years and I'm STILL finding Classic and BC stuff that I never knew about. My mage finally got a purple monocle from "Collidus the Warp-Watcher" in Outland just HOURS ago.

Yeah..but that's a half hour a day in a week, except for AB and WSG reps; Molten Core once you hit revered is boss kill only but before then you can just zoom around killing the trash mobs, avoid the bosses and then reset the instance and do it again till revered when you have to kill bosses, but the other reps have turns in/kill mobs/quests to do. People do the Timbermaw rep in a couple of hours, and I did Argent Dawn in about three hours on DK: Do the quests in the Plaguelands and then the turn in by using the death gate to portal out to the Hold, fly back to Lights Hope, then across to Strath and turn in again.

All depends on how much of a completionist you are, really. Most the fun is arguably at the highest level in the game, but if you enjoy trotting through all the old content you could indeed spend months growing bored with the game. :D

The ability to grind SOME reps in a matter of hours has NO bearing on how long it takes to grind OTHER reps.

But it's not 'months' like you said; it only feels that way because there is a short time frame in a week that you will be doing it and then waiting for the next week. But as most of the Classic reps no longer have their final quests added to them; such as needing Waterlords to douse the runes in Molten Core, they are just grinds for achievements, and they don't add in content so you aren't missing anything if you ignore them.
But you can do the BC, Wrath, Cata, Mists and Legion reps in a few days just by running the instances/killing mobs/turning items in. You can clear out the BC and Wrath quest zones in a weekend, and finish off Cata in a day. Mists usually takes a weekend as well. Warlords is a one or two day thing. It doesn't take long to do things in the old content since you out level it incredibly fast, even without Heirlooms, so you usually end up going back at max level to wreck the stuff.
Even the Legion stuff can be done in a couple of days for the quests. After that, it's the endless world quest grind.

It won't take a new player over a year to hit max level. And it would be unordinary, and unconventional, for a player to attempt to complete all content along their way to max level. Grinding out classic reputations, for example, isn't something most new players are going to care to do. Their goal is likely, and in my opinion
should be
, to hit max level and start engaging in the current content.
If, at some point down the road, they decide to go back and grind out reputations, run old content, get loremaster, etc. then that's their call. But fact is, as a mature MMORPG, this game doesn't truly start until max level.

I would recommend you take advantage of the winter sale. BfA is likely going to see a mid-2018 launch at best. You can hold out on buying Legion until you're pushing in on level 100, and about ready to transition to Legion content. But if you play more than 10 minutes a day then that's going to happen well before BfA launches. In which case, you may find yourself paying non-sale price at that point, just to continue playing. At least right now you know Legion is on sale.

I started out as a completionist with my first character. I loved questing through each zone and was frustrated when I would level up past that area's content before finishing all my questlines. I even went so far as to visit the experience eliminator (NPC who can stop you from leveling up) a few times. I enjoyed seeing the world that way, but I did frequently run into confusion since you will kinda be time traveling as you travel through zones that got altered as a result of various expansions. Also, I tried to avoid "spoilers" about each dungeon before running it the first time; that approach resulted in some group-mates getting mad at me for not doing a good job since I hadn't read up on the enemies first. Content before the current expac took me more than a year to complete the first time, but focusing on the current expac makes more sense to me now that I've reached Legion content.
Which way
you
would most enjoy playing is very dependent on you. I wouldn't play the way I did my first character again knowing what I know now, but I have no regrets because I was having fun and saw a lot more of the cool details in the classic zones than I would have if I had tried to level up as fast as possible. I recommend you get the battle chest first and spend a few days seeing what aspects of the game you enjoy most. Do you like questing? Do you want to see everything in an area before moving on? Do you enjoy pet battles or achievement-hunting? If so, you probably would prefer taking it slow and waiting to get Legion. Or do you enjoy fighting other players? Do you get a thrill out of earning rare gear and mounts? Do you want to fine-tune your appearance and calculate the best ways to maximize your stats? If that is more your cup of tea, you would probably prefer buying Legion now and trying to level your character as quickly as possible.

Please tell me more about how you were able to get to Exalted with Ogri'la in Outland or the walrus-people in Northrend in just a few days.
You can clear out the BC and Wrath quest zones in a weekend, and finish off Cata in a day. Mists usually takes a weekend as well. Warlords is a one or two day thing.
Bullcrap. It takes longer than that just to get Draenor Flying.
It doesn't take long to do things in the old content since you out level it incredibly fast, even without Heirlooms, so you usually end up going back at max level to wreck the stuff.
WTF? Your character level has almost no effect on how long it takes to do
anything
other than kill monsters.
It won't take a new player over a year to hit max level.
I never said anything about hitting max level. I said "Getting through all of the Classic, Burning Crusade, Wrath, Cataclysm, Mists, and Warlords content". That means doing everything in those areas that the player in question has any desire to do. In the past few weeks, I've done everything from stalking Collidus the Warp-Watcher in Outland for the neat monocle mogs that it drops (got the cloth, leather, and plate ones; just need the mail!) to farming Ancient Guo-lai Cache Keys in Pandaria for cooking recipes. I currently have one toon parked next to a certain NPC in Gadgetzan in order to buy a certain Blacksmithing recipe as soon as it's back in stock so I can mail it to one of my other toons, who cannot get the recipe from this NPC directly because he is still hostile with Gadgetzan from grinding Bloodsail Buccaneers rep. I also just created a Horde DK on Moon Guard for
no other reason than to capture the three PvP towers in Hellfire Peninsula
, just so I can
hop back on my Alliance druid
on that same realm and
capture them again for that one stupid quest
. There aren't any level 58+ Horde characters on Moon Guard who are willing to do it for me...
this game doesn't truly start until max level.
Wrong. The game starts when you sit your butt down in the chair and start creating a character. Max level is for hardcore progression raiders.
In which case, you may find yourself paying non-sale price at that point, just to continue playing.
It only costs $15/month to continue playing. I think you meant "continue leveling".
All of that can be done without Legion. Things that CANNOT be done without Legion include hardcore progression raiding, buying stuff on the BMAH, wielding dual Frostmournes, Underbelly PvP, and feeding crackheads in Suramar. Farming raw crafting mats to sell on the AH is also MUCH more profitable in the Broken Isles, simply because the prices for "current" mats are higher because demand is higher.
