I'm considering getting back into the newer WoW stuff and my brother is considering playing too
But we both kinda want to do the older finale raid stuff from the previous expansions BC-WoD (he primarily wants to do the WotLK ones)
However we're not sure what would be the better route: starting from the beginning and working with various raid groups to go through all the raids or boosting to 100 and potentially 2-manning the old raids(if that would even work as well)
Obviously the issues respectively are a major time commitment or being too buff for them to be worth it
Thinking of going Pally & DK if that matters much

I would suggest level from 1, and when you reach 110 just revisit old raids.
I am not sure you would find full group of 80 for ICC e.g.
But you can still enjoy raids even when you are high level, just listen to npcs, watch bosses.
Make your choice.

The time commitment of creating new characters and leveling them can be greatly reduced via the use of Heirlooms (see Wowhead's
Heirloom Collections Guide
) and by utilizing the RaF program (see Wowhead's
Legacy Recruit a Friend Setup and Use (No Longer Available)
) having the veteran WoW player (which is you) recruit the new WoW player (which is your brother).
Since you are interested in older content, you can participate in Timewalking Holidays, which will allow you and your brother to queue up for old dungeons using your higher leveled character, but when you enter the instance your gear is scaled down to the level of the original content. See Wowhead's

. Timewalking for Raids was introduced in Patch 7.2.5, and so far there is one raid available, see Wowhead's
Timewalking Raid Guide: The Black Temple
. The only downside to Timewalking is that the content is part of the weekly bonus event schedule and thus if you are looking for a particular instance, you will have to wait until the week that the Timewalking Event is available for that expansion's content. See WWowhead's

Hmmm interesting
Bit of a shame that a lot of the good heirlooms seem to require a bit of work(or a guild) to obtain
Timewalking does seem helpful but it's a shame only the Illidan one is available. would the recruitment thing work if he already has an active Battle.net account?

Some heirlooms only need golds, and it is obtainable very easyly now.
Yes you can, but only if his account is not older than 30 days.

If he doesn't have a WoW license on his Battle.net,you can send him an invite so that when he purchases the base game you can be linked via the RaF program.
As mentioned above, if he already has an existing WoW account that is
over
30 days old, then unless he wants to start over with a complexly
new
WoW account, you won't be able to participate in the RaF program. If his WoW account is a starter account that is
less than
30 days old, it is possible to retro link the accounts, however the RAF counter will begin from the time the Starter account was created and run for 90 days from that date. Just send the invitation for RAF from the veteran character that you wish to group with using the in game tool to the email associated with the recruits (your brother's) starter account.
