What's the reason blizz has not made a 1v1 arena yet?

Everybody knows that the pvp is not balanced around 1v1 fights, but this is not a justification, if we have duels, why not bring the possibility to make a 1v1 skirmish or wargame. Certaily a few classes would dominate the scenario, but that's not why we need to run out of something that would only bring more fun for pvp players who like 1v1
I have no doubt that if this is done, many pvp players would return to play, and a new pvp content would be added to this game that don't have somithing like that so far.
Let me know what do you think, and how could we make blizzard create something like that ?

I thought the main appeal of 1vs1/Duels was to show your mettle to and/or challenge every person going in or out of the Orgrimmar/Stormwind gates. Where would that happen in instanced arenas?
I think you also overestimate the actual demand for 1vs1 arenas.

If you want Arena battles, there are several located through out the Broken Isles where you can 'test' your mettle against other players....you may get swarmed at some point, but hey, that's the thing for PVP.
Or you know, you can just roll a PVP server and go out into the world and fight people.

World pvp and duels are ridiculous at this point, without the pvp teamplate, the fights are ultra umbalanced. It's even impossible to have some fun, because ppl die intantly. In a arena with teamplate it would be so much more balanced. And i think, that i'm not overestimating it, if you see all the people that likes to duel and stopped to do this over the expansions, plus people that like another form of fight than current arenas or bgs, we can find A LOT.

It's a justification to not make something so simple ?
Wich is the difficult to understand that a 1v1 skirmish is just a duel with pvp template and LOS ?
