Is there a reason you don't want to raid as Shadowstep? I know it's not ideal, but as long as you guys are clearing your raids and no one's giving you crap about your DPS, why not just stay that way?
My rogue only does heroics (I do raids with my healers), so maybe I'm naive about this topic, but groups I'm in don't care what DPS people are doing as long as the bosses are going down.

Combat Mutilate is your best bet for a "One-Spec-Fits-All" setup. Something like this:

This is of course if you can get some decent daggers. You won't have the same mobility as ShS, but you can't have everything =).

Daggers is a much different rotation and if you don't like the playstyle, it would not be worth it. If you want to stick with swords, depending on how the rest of your gear is, you
can
raid ShS in Kara, but you will fall behind on fights like Shade of Aran with other Combat Rogues / Fury Warriors in the raid. Anything beyond Kara and you will want to respec to Combat for raiding.

Is HShS actually good for Arenas?
Yes. HShS is widely accepted as the best arena build for Rogues. Mutilate shines in 5v5 more so than the other brackets, but overall, HShs is the best options.
