I'm not sure if he meant a functional UI or a decorative one.
It might be kinda cool to have a deathknight-themed toolbar =P replace the birds on the ends with skulls or something.

The rune refresh timers could simply be numbers overlayed beneath the runes themselves... individual timers for each of the 6 runes.

Very much like the new shaman totem UI that is in the standard wow client now. That's something I'd expect to see.

It would be useless to make mods or even suggest current mods that would be useful.
When xpac will come out, most likely Blizzard will change the way most scripts work, just like what happened with TBC.

This might just be my lazy side
A "Rune Rack" of some sort would be nice. From what i hear so far, you would be able to switch up your runes to specialize them from encounter to encounter; having a few sets of runes you could just click on to switch would be nice, taking the time to drag over all six to change what you would use against a caster to a melee would get a little tedious - in fact so much so most players wouldn't bother......
I would expect some sort of cooldown dictating how fast you could change them - but it's just hopeful speculation.
I believe it currently works by clicking the runes next to your character portrait, not by 'dragging' anything.
You click on a rune and, if you're out of combat, it changes between blood / frost / unholy.
