As a resto druid your going to have a hard time taking almost anyone in PvP due to the simply fact that your not meant to as that talent tree. That tree is about healing damage not giving it. If you wanted to have a chance at taking him your going to want to change specs IMHO. You can always go into cat form and try to take him down if you have a second set of gear for lvling with AGI and STR. However with Resto gear on your going to have a hard time taking him or anyone down for that matter as that spec is not designed for PvP. I know this doesn't tell you how to take him down but i hope it helps explain why he's beating you everytime.
edit: Well regarding the designed for PvP, you can PvP heal, but the class isn't designed for One On One PvP....forgot to clarify.

Dueling in Resto spec for any class is a matter of avoiding and healing damage for as long as possible until your relentless (tiny) DPS eventually wears them down. With a Mage, this is rather difficult, since the extreme amount of damage they can put out will drain your mana pool very, very quickly.
It's even harder at your level - you don't have any interrupts whatsoever, so it's pretty much uninterrupted casting from the mage and you spamming heals on yourself. Break line-of-sight if you can to stop casts and avoid counterspell, and keep the Moonfire DoT up (and Insect Swarm, if you're specced for it) until either your mana or the mage's health runs out.
Shapeshift out of Frost Nova with Travel Form to save mana. Use Bear Form's Bash to interrupt Evocation, if you survive that long.
Most of all... cross your fingers!

Not entirly true you are 44 and he is 46 mabey that is the differnce ... but probabaly not first you have to have a lot of mana for this.
First you start with starfire... but if he is a skilled mage he will probably sheep you first then use pyrobalst/Fireball then you cast Rejunavation and start with Starfire then moonfire spam if you are an engeneer use the stun bombs and then starfire when you get low on hp pop Barkskin and heal result you have 40% AND 80-100% HP Mage: 40-60% mana 40-60% u have advantage if you bakskin is still up keep casting Starfire then cast Rejunavation on you then swiftmend when it's almost done then just moonfire spam him to death!!! use a Healing Potions,trinkets ot eng stuff if things are getting pretty bad.

use catform to bleed him slowly but surely. good thing about resto is that you are a powerful healer. keep a bleed (from cat) on him and keep a moonfire on him. he has no way to heal if you do, the dot will keep any kind of bandages from being used for more than one tick, and if hes using pots in duels he has problems. trust your hots, and if you have to, use a healing touch. be careful when you do tho, counterspell will hurt pretty badly. most resto druids dont even use healing touch unless its with a natures swiftness. as far as gear goes, just stack int stam and plus heals like any othe pvp healer, might want some mp5 or spirit to help you regen a little, but at that lvl you dont really have much of a choice. wit ha little practice (and being on even terms instead of gimped two lvls) youll figure it out. its still a pretty tough fight though. its also worht noting that mages are the most powerful class in the 40-50 range as far as talents and gear goes for that lvl (is he fire? xD ). imo lvl up as best you can and eventually youll be one of the best pvp healers in the game...if not the best :)

That was not what he asked.
OP, try, like other suggested, to simply wear him down. Start in stealth, get those bleeds up, moonfire and survive. Which spec is the mage? If he's frost he most likely has the Shatter talent, which means he gets +50% spell crit when you are frozen - try to shift Travel Form out of freeze effects to deny him these massive damage boosts.
