After SoO, she's probably thinking "It was I who allowed Vol'jin to become Warchief. Everything is proceeding as I have foreseen... something something dark side..."
She flat out says that it'll be a cold day in hell before she takes orders from a troll when you speak to her.
But then adds that she's gonna "put vol'jin's leadership to the test" which for me is concerning as hell.

You have either missed her short story or are simply ignoring it. I'll give you the benefit of the doubt and we'll say that you simply haven't had a chance to/haven't heard of her short story in the line of faction leader short stories; this is a little hard since you've quoted from the story... Given how the story was written (Keeping it spoiler free for ya so you can go check it out later) Sylvanas isn't pretending to care about her people, she's grown to love them and not see them as just arrows in her quiver.
Read it again.
She's just not using them as projectiles for her vendetta, now she doesn't have one.
She's using them as "a bulwark".
So from expendable to expendable, but don't waste.
I'm feeling the love alright.

I really don't like blizzards choice to have Vol'jin as Warchief of the Horde.
I love the character but only an orc is fit to lead orcs.
And for all we know, an orc will lead the orcs.
Vol'jin is the new warchief, but that doesn't automatically makes him the chieftain of the orc clans. I think Thrall will step up in the leadership role again or at the very least will appoint a new leader to command the orcs. Remember how the chain of command works for the horde, each race has one leader to represent them, and in turn one leader represents the horde as a whole. Vol'jin is the leader that represents the horde, but at no point was he specifically made also the leader to represent the orcs, that would be kind of silly.
We will know more once the new book has been published.

I do think the orcs will need their own racial leader even with Vol'jin taking over as wc but the orcs will still be taking commands from Vol'jin.
And that wouldn't be any different than how things used to be. You had vol'jin leading the trolls but the trolls were still taking commands from Thrall and then Garrosh.
So, the situation wont really change at all.
An orc will lead the orcs, and Vol'jin will lead the horde as a whole.
At the end of the day a troll will be in charge of the orcs and all the other horde races unless someone challenges him to combat or he dies.
And before, at the end of the day an orc was in charge of the trolls, and the elves, and the tauren, and the goblins, and the undead, etc. If nobody had a problem with that, why should there be a problem now?
Orcs will still have an orc leader. That this orc leader reports to a troll is irrelevant, the leader of the orcs is an orc.

If Vol'jin is ruling from Orgrimmar in a giant room that also has the orc leader in it(if one is actually named) then it doesn't really give the impression that the orcs are ruled independently imo.Vanilla, BC, and Wrath all wave their hands at you; Vol'jin was beside Thrall for three expansions. It's not a new thing. And where would this seat of the Warchief go on the Echo Isles? Since there is barely enough space for the already devastated Troll nation now.

Why? during all of vanilla, TBC, and WOTLK, Thrall was ruling from Orgrimmar in a giant room that also had the troll leader in it. It didn't diminished the impression that the trolls were ruled independently.

That was exactly my point. Vol'jin never seemed like a true leader or ruler of his people just standing around in Thrall's throne room. idk where it would go but Bliz could make something that might be suitable for a warchief. Not saying its likely to happen but just that i think it would be cool if he did rule from there. It would shake things up and allow the orcs to have their own ruler in Org. The problem is the inherent impression that power lies in Org so I doubt Bliz would do that.
For that matter Genn Greymane is in the throne room of Varian, but he's still the leader of the worgen.
