what's Balanced Druids good for and can Moonkin tank? I'm kinda new. Only have a 49 Mage and 14 Druid.

They are like mages without a CC. Instead you have innervate and battle-rez.
No they cant tank.

use faerie fire and insect swarm on boss's.
Have the raid leader put you in the caster dps group so they all get 5% increased chance to crit with spells.
Thats about it.
Good luck trying to get into Heroic groups though.

and Moonfire added to the rotation is the proper way of dpsing as a moonkin.
And actually they can tank but you need specialized gear, proper talents, lots of skill and a group of willing people to do it. (Kiggler isn't tanked in the normal way anyway, that's not a very good example) Not recommended for random nabs.

A Balance Druid in the end-game is a DPSer. His damage output is comparable to other casters, such as Mages and Warlocks. He also has the unique role of being the DPSer who is best at healing on the fly. Whereas Mages and Warlocks bring utility to the instance, a good Balance Druid will prevent wipes by healing in an emergency, or rezzing a healer during battle. The Balance Druid is also unique in that he has the equivalent of plate armor. This allows him to off-tank if needed (usually with the help of Barkskin for upwards of 60% physical mitigation.)
All in all, we are not the first choice for DPS in most situations. Why? People would prefer that they never need our healing. They bring a dedicated healer, and we are dedicated DPS. (But even so, successfully spot-healing and battle rezzing is what will give Moonkins a good name, and get you invited back into groups. You have to work extra hard to build a good reputation for yourself.) Plus, as mentioned above, we don't bring the CC or utility that other DPSers do.
Nonetheless, a well-played Moonkin is a fine addition to pretty much any standard group. People tend to rely on CC too much, in my opinion. If you already have a couple of solid CC, you really don't need another Sap or Polymorph. And finally, Cyclone is a very usable CC, it's just quirky and requires you to educate your group, which is sometimes no small task, especially in a PuG.

You can't dodge when you cast.
This makes moonkins the least choice for tanking/offtanking...
You take the damage of every hit, where a normal tank (Pally, feral, warrior) will avoid some of them.
Doesn't mean you can't tank, just means you'll need 2x the healing a normal tank would need.
Some fights, like in maulgar, a moonking tank is cool but it's only because of the sheep immunity.
And balance druid don't have problems finding spots in any group... When you have your tank, your healer and 2 CC, you have a spot for any additional dps...
