That's called a flail, and they were effective in certain situations, but too unreliable to be used very often.

I think their purpose was mostly to get over the top of people's shields. If you had a shield and flail and were fighting someone with a shield and sword then you would be able to block their weapon with your shield and then get an attack in over or around their own shield.(##RESPBREAK##)16##DELIM##asakawa##DELIM##

Myth.
So very myth.
medieval european fighting styles existed and were very different from eachother.
Europe however was undergoing a cultural change the slow way with the new ideas not seen as foreign, thus the traditional techiques were considered merely "obsolete" and thrown away.
hence most european fighting styles are forgotten.
The orient saw their martial arts as 'Cultural" and a counterpoint to "Foreign" technology and said europeans were impressed by an art they long forgotten so it became ingrained in culture.
Oh and while the two-handed flail was a imrpovised weapon, the morninstar-headed flails were not.
Flails in real life had long handles which would reach over the top of the other guy's shield and a chain to reach past the shield and the arm towards the head.
The heads themselves were the size of softballs, not the massive thing you see in comics and anime.
