That sends one hell of a strong message.
That would actually be pretty terrible. Especially with so many idiots deeming countering opinions and debate as "trolling." This is why I enjoy playing WoW: Blizzard rarely gives people with their finger prone on the report button, ready to hit it against anyone that doesn't say things they like, the satisfaction of knowing that their overwhelming ignorance and unwillingness to adapt and move on resulted in any action.
They do action severe cases (where things are getting out of hand or there may be real-life implications), which absolutely is something they should be doing. They also action cheating very often.
Get over yourself and move on. That especially goes for people complaining about how "their game" is "being ruined." Those people that will go out of their way to ruin your game just because you don't talk the way they like. Also, the psuedo-parents that use their children as pawns to support censorship.

The lack of action on long standing trolls described by the OP I feel will be the real downfall of wow. The ignore list needs to be able to ignore entire accounts and not just the character the person was playing when you decided to ignore them. I have not had trade channel turned on in years and the same goes for general in some zones. The amount of negativity some people tend to spew because they know there will not be consequences is the single biggest detractor to wow for me.
