I'd also like to bring back Ned Stark and tear a few strips off of him for not seeing it all coming and being killed off when he was, in my eyes, the best character in the book.
Most of the Stark family are pretty %^&*ing stupid tbh. I wouldn't call them annoying though, probably the most likable characters in the series IMO.

A lot of people I know would suggest
Eiko
to be on the top 10...
but she's useful when Dagger is silenced through disc 3
And she has the most Bad Ass Mog as her partner heh.
I'll rephrase - a lot of females I know would suggest Eiko to be on the list...
It's funny - she polarises the genders - male friends find her to be cute and adorable, female friends find her to be an annoying little brat.

Oh she was an annoying little brat, and very creepy considering how young she was hitting on Zidane...yet, I still liked her, even if they choose a reeeeeeally bad colour for her under leggings lol.

Okay, justifying why Iroh.
1) Even though Azula was clearly the more mentally damaged of Ozai's kids, from an incredibly young age, he never makes any attempt to help her at any point in her life. Compare this to his fatherly mentoring of Zuko - even joining him in exile, who had also had the privilege of more of Ursa's love.
2) He's a stereotypical wise old man, and there's little more personality or dynamism to him than that.
3) Tea's not even that good.

So the number one reason you don't like Iroh is because he doesn't help Azula any?
And the reason I don't think he helped her was because she doesn't really act all mentally estranged until later on. At first she just seems like a power crazy girl from the fire nation.
But yeah, he is the "wise old man" of the series. And I'm not much of a tea person either.

He doesn't help Azula because she hates him and he hates her; think about how happy she was in the flashback when she heard his son died and how she mocked him for being weak for leaving the battlefield.
Iroh knew that she was already too far gone so he worked hard to keep Zuko from going down the same path as the little psycho.

Ah, Azula was indeed one of the greatest cartoon villains in a long time. Longed watching her break down over the last season.
And I liked Iroh. His mini-episode in Bah Sing Sei was the saddest thing ever.

Since Jar Jar Binks is so obvious that he has been disqualified...
I would go with
Dobby
. I generally dislike characters with zero confidence and also characters with hysterical tendencies, and Dobby was both of those, constantly.
(Uncle Iroh was one of my most favourite characters of Avatar.)

You could just go with all the bloody house elfs in those books to be fair.

If we're going on characters with zero confidence, I would be neglectful to not nominate Samwell Tarly. The dude has been through more in a single year than most of the characters in the series would go through for their entire lives, and yet still he wets himself at the thought of doing anything remotely dangerous. His lack of self-confidence and his overwhelming negativity toward himself is extremely annoying.

I also found Ana Steele's passiveness, indecisiveness, and over all high school girl mentality annoying when I read 50 Shades of Grey.

In his defense, he is getting better.
He is, but not enough, IMHO. And sure, he still does things that scare him, so I guess that means he is courageous. But, after months of fighting on and beyond the Wall, I'd think he'd have grown more hair on his balls.

Iroh knew that she was already too far gone so he worked hard to keep Zuko from going down the same path as the little psycho.
So he's justified in already hating an approximately 5 year old girl? If he had made more of an effort and persevered, like he did with Zuko, she may not have ended up the way she did. This is also the problem I have with Ursa.So the number one reason you don't like Iroh is because he doesn't help Azula any?

At a very, very young age, her favouring her father's behaviour is very, very clear. He never tried to reduce Ozai's influence on her, which was what caused her to be so mentally depraved, power-hungry etc.

We really don't know whether or not Iroh tried to help Azula, we can't judge their entire relationship based on a single flashback. He could very well have tried to help them both, and Zuko was just more open to it.
Plus Zuko kind of needed more help, his father doted on his sister and thought of her as a progeny, and kind of hated Zuko, it's only natural that as the uncle he would pay more attention to the child that needed it more. It wasn't apparent Azula was mentally damaged until later, you have to remember Iroh was a Fire Nation general, toting the company line until his son died. So Azula being power hungry and mean as a child was probably considered normal and even healthy in their family.
Finally with all the attention Ozai focused on her, Iroh might not have had the opportunity to get as close to her as he did to the neglected Zuko.

Having Ozai pay attention to you isn't really a
good
thing, considering how he does not hesitate to manipulate both of his childrens' emotions.

This is assuming that the Royal Family of the Fire Nation's definition of good is the same as everyone else's, which it clearly is not, ever since Sozin decided that ruling the entire world was a better option for peace between the nations than any kind of diplomacy whatsoever.
If you were born in the Fire Nation, having the Firelord pay any attention to you whatsoever was probably a godsend. In fact, that the disgraced former general Iroh took an interest in Zuko's upbringing probably made him(Zuko) even more of a pariah than he was after he was exiled.
