I think you are using the word ´development´ in a very general term. They probably have a couple of story guys like Metzen kicking around some lore plot lines. They aren´t building zones and probably aren´t even doing any sketching yet... just coffee room talk.
There are obviously different types of developers at the company. Some sections of MoP are likely done, as far as these teams are concerns, and they're working full-time jobs so those people are probably already working on the next expansion or patches etc. It takes longer than most people think to create this content, so it's highly likely that parts are already being created, quests quite possibly are being created, etc.
I mean, it doesn't make sense that something would be complete and then they spend a few weeks off celebrating or anything. They simply move on to the next project.

Well certainly, but I doubt they have anything finished for even MoP, let alone the 3 content patches that follow it. They said they may have new dwarves ready for MoP, that is a lot of work to do the rest of the characters. They certainly don´t have the graphics done for all the dungeons and there is still a ton of placeholder art for different things in beta.
Which is like I said, probably the only thing that is finished for MoP is the lore and story archs for the 3 content patches, which means probably the only thing they have done with the next two expansions is talk about lore issues and overall themes. Where the major lore characters will be, what the big threat will be, where will it take place etc etc. very unlikely they have anyone actually physically doing anything.

Multiple expansions in the future eh? Dam, they're gonna have to extend the level cap past 100 then :o
"Multiple" could mean 2 - 95 and 100. Or also, it's
possible
that Blizzard does not change the level cap next expansion (which would be the next next, i.e the one after MoP), or the one (if there is one) after that.

I like how people still think Blizz wont go over level100, yeah it was said some years ago, but its not like they havent gone back on their word before. They will keep on going up in levels as long as there is money to be made.

The thing is, Blizzard doesn't need to release levels for another expansion. They could just add the new expansion, where quest rewards are better than raid gear. That said, Blizzard will most likely end up using some form of pseudo-levels, where the XP you would have gained from killing mobs or doing quests will become some other boost to your character, whether by increasing base stats (think strength, agility, intellect) or boosting the power of your skills or Mastery. Really, the possibilities are endless if they decide to cap levels at 100.

It really makes sense to consistently plan 2 expansions ahead of the one that's currently live.
That way you know which plotlines are a high priority to resolve (because they can't transition well into the expansion after), and which ones don't really matter.
Although I will say that "in development" might not be the proper term for Expansion 5. They likely have a reasonably solid outline for it and maybe a bit of concept art, but I seriously doubt they have any models or zones created for it just yet.

Not sure what you're saying here. He's talking about the 5th expansion being in development, as in the one after MoP which would be the 5th.

MoP is a fifth expansion
... yes, indeed, it is in development.
Lets learn how to count!
1- Burning Crusade
2- Wrath of the Lich King
3- Cataclysm
4- MoP
5- This would be the one after MoP... Vanilla WoW isn't an expansion...
Except, ofc, he got the numbers wrong.
