How to revive world pvp

Get used to it, many people don't WANT world PvP. Therefore the only option to get it is to force it on them.
If you do that, a lot of people (my guess, 30-50%, being most of the people currently on pve realms, who're there because they don't want world pvp) will quit, which is of course very bad for Blizzard's financial situation.

The difference between a PvE and PvP server, is pretty much only World PvP. PvE servers give players a choice of whether they want to PvP or not, while PvP servers force their players to PvP.
Really, why would you force PvE players to PvP, on a PvE server? The only reason for that, is that you yourself
chose a PvE server to begin with.
So you excluded yourself from the kind of play you actually wanted? Why? So you can run around without PvP activated, and gank flagged players at your leisure, without being in harms way? :/
Creating events to promote World PvP would be pretty cool though. Would most likely make me play far more on my alt-PvP server, possibly even promote it to my main instead. Right now, I just don't see the point in World PvP. At best, it's 2vs2, at worst, 1 or more level 85 characters, against any number of lowbies. It's depressing, regardless of which side you are on. Tol'barad just isn't any sort of "World-PvP" in this sense. It's more like a battleground that serve a higher purpose than just points.

Acquiring honor points and gear is part of the game, part of the fun. Saying that only some people still PvP for fun while most do for the gear is silly.
You're absolutely right - what I wrote above might have been worded poorly.
The point that I wanted to make, is that adding a gear grind to PvP changed it. It also changed (and expanded) the whole crowd of people that participate in it. If they took away honor and pvp gear entirely, how many people would continue?
PvP is a means to an end now, just like running heroics. While there are certainly people that enjoy doing either just for the experience, for many they eventually turn into (and are treated as) another grind. Then people start looking for the easiest and quickest ways to get through said grind, even if that means they're not doing the thing they were there for to begin with. (e.g. skipping bosses in instances, rolling over in battlegrounds so they'll end faster, win trading)
Getting shiny things
is
fun, and one of the main goals in a game like this. I'm not saying that the addition of shiny things to PvP made it either better or worse, only that it changed it.
And I pretty much agree with your entire post, so I'll just leave it at that.

World pvp is dead, and I say good riddance. I can't even count the number of times I had to sit and wait for some bunch of idiots to finish getting their jollies killing quest givers and flight masters while I was just trying to level. I rolled on a PvE server, and have always rolled on a PvE server, because I have no desire to PvP. Not because I wanted to get frustrated to the point I'd just give up, log out and try to turn in quests the next day.
If world pvp had a grave, I would /dance on it.

What if World PvP became an obligatory option only on PvP realms?... You know, just like how things are right now.
iow, what if nothing changes? That'd not serve OP, obviously. There's already forced pvp there, and people either still don't want to do it or OP is on a pve realm and wants to gank there.

world pvp can exist without that, you're quite correct that making quest givers and merchants killable is a bad idea for exactly the reason you mention.
To prevent griefing lower level players, in addition it could be made so that only players within a level bracket around your own can be attacked (say it's impossible to attack any player more than 5-10 levels lower than you, unless they initiate the action), and no player within a certain range of a non-attackable npc can be attacked at all (to prevent people camping quest givers to grief those trying to pick up and turn in quests, or interact with merchants).
I'd still not roll on a pvp server, but it would make those more playable for people who aren't yet max level and just like to hang out in elwyn forest ganking newbies.

I still think we need a random daily pvp quest (just like fishing and cooking basically) that awards some of both conquest and honor (just a little conquest not a lot) but utilize the world pvp nodes we already have. One day you need to capture a terrokar tower, another you need to participate in taking halaa, another you need to take the hellfire nodes, etc etc. Tug towers or some other form of nodes need to be implemented in a new zone as well. This won't help severely underpopulated servers much, but it would be incentive to get people out there which is alll you really need.
To get world pvp going people just need a reason to be in one place flagged up, offer them even 5 conquest and 200 honor to do it and they'll probably go. especially if you put that 5cp/day on it's own cap.

ummmm....what you described is not world pvp. Since you say you have always rolled on a pve server, I can safely assume you probably never experienced a true world pvp combat scenario.
Back to the matter at hand...I just feel that any attempt to try and instigated world PvP that is not grass root just won't have the same feel to it. No one had to be persuaded to do it back during TBC days. Those of you around then on PvP servers probably remember the Isle of Quel'Danas being another hotspot for combat. Players/guilds just did it. I sincerely believe that when they killed twinking they chased the people who dearly enjoyed the game for world PvP.
It's just a different game and a different crowd nowadays.
Just like twinking, it is a fading memory of bygone days.

In TBC you had Isle of Quel'Danas. Dailys for both factions on a same spot. And you had PvP activity on that spot.
Today you have MC. Dailys for both faction on a same spot. A chance to PvP like on Isle, but plane simple, people just dont want to.
They just wont quick in/ quick out to collect revard, get back to Orgri/ Storm and rant how game is dying

World PVP still happens, but almost exclusively to one zone. Hellfire Peninsula. Almost every levelling character does Hellfire Quests, and the Hellfire world-PVP-objective for marks for some gear. Hellfire is the only levelling zone that has more than a handful people questing in it.
Get your high lvl char to hellfire, gank some poor lvl 58-63s, and before you know it your victims logs in their mains and youll have some world pvp going on.

OPs idea doesn't force World PvP even on PvP realms. You aren't automatically flagged on your capital city.
it's exactly what he wants, as he wants to force people to do world pvp and the only way is to make it so there's nowhere safe from gankers.

I don't do much pvp but I remember some of the world pvp back then, and it was quite annoying while you were questing...
What about a war field in the middle of the world? Or many of them. Let's say that outside the major towns of the different zones there was a constant struggle between horde and aliance (it don't make sense in some zones, but still) with alliance and horde npc's with the proper level for the zone constantly spawning and fighting each other (I remember something like that in WAR), and you were able to fight to earn some reputation/gold/whatever. And let's say an enemy player should give 10 or 20 times more reward than the npcs, but reducing this reward each time you kill it to prevent botting. Something like a open bg...of course players over the level couldn't earn anything and probably not even fight (by phasing the zone). I'm sure blizzard could implement something like that and go with rewards that are not too overpowered (I would like some gold, but, hello gold farmers!)
You know ya not far off after I gave it some thought.
You could take the Isle of Quel"Danas and turn it into an open battlefield.
The thing is that Honor points would be divided up by ratio.
So for example: Each faction player is worth 1 honor points.
Say you have 10 horde and only one alliance. Then killing that alliance would yield only 1 honor point per player for the horde but should the ally manage to kill a horde he would get 10.
But if there are 10 horde and 10 alliance then each kill would yield 10 honor point.
Thus you would make camping a player futile effort.
Adding a multiplicative...if the side are 30/30 then you get 30 points per kill...encouraging huge fights.
World PvP Liiiivvveeesss!...or maybe not :P
