I would have to say that it isnt. My first main character was known to be a
really
low roller. I tested it out and his average roll was a
14
. I had
over 200 days /played
on that character and that average almost never changed. I found myself
constantly
having to down bosses countless times until there was
no one
to roll against for the loot I wanted, otherwise I would lose via low roll. I tried contacting Blizzard and they assured me that there was nothing wrong with my character (although I am positive there was).
Since then, I have created a new account and have countless days /played on my new main character. This character just so happens to roll an average of
82
... I almost always win rolls now.
There is no way RNG is truly random! Well, either that or prior to doing something to please the loot gods, the planets would align just to screw me over. Which makes more sense to you...

here
isn't the nature of random number generation (which is an interesting topic) but the mind finding links where they don't exist due to confirmation bias. The discussion is one of psychology not technology.
Nothing is truly random.Tell that to quantum physicists.

Correction: nothing deterministic can be truly random. Machines that observe non-deterministic events, such as quantum fluctuations or thrown dice, can be truly random.
"Machines that observe" aren't generating random data. The data collection is what is automated, not the generation.

RNG is pseudorandom.
However, the main difference between pseudorandom and truly random is that pseudorandom is predictable if one knows the x for the f(x) which is a function determining the roll result.
There are also various ways to make pseudorandom number.
Some functions go for the complete randomness, meaning that you might roll 100 ten times in a row as likely as you are to roll a string of numbers like 73, 44, 22, 11, 89, etc
Other functions intentionally make higher numbers harder to achieve - that is true for casinos, for Korean MMO craft systems, and so on.
And there are also functions that try to intentionally make your rolls more similar to standard Gaussian. Such system is, for example, implemented in League of Legends: it caches all your recent attack rolls, thus, if your crit % is 75, you will score exactly 75 critical hits in 100 attacks.
What you're observing here is Murphy's law aided by confirmation bias. Here's how it works: if you drop something and it lands on the floor, you forget about it. But if you drop something and it breaks your toe, you will remember about it. Thus in hindsight you will conclude that when things drop they break fingers.
