As far as your idea of veteran players being reimbursed gold for items and skills we paid for back in the day I would have to say no, bad idea shouldnt happen.
What something used to cost comapred to what it cost now doesnt matter never has never will.
Thats said i think the core of your idea isnt a terrible one that being some kind of reward for long term players. I myself have had only one account in my wow history and it has been active without pause for five years now, so you can see why i might be on board with this idea. In a way this already exists in the form of comapnion pets mailed to players on various wow anniversaries which of course if you are a new account you will never have access to.
Just how blizz might show this love to their vets i dont know, I wouldnt mind the ability to start non DK alts at a higher level for instance but as i rarely think things through i'm sure there are all kinds of problems with that idea which no doubt will be made clear to me in following posts.
TL:DR details of op's idea bad, some sort of love to long term accounts good.

Ok- so I am probably feeding a troll here, but I'll bite.
The reason that they keep changing the pricing of mounts, and the levels they're available at, is that everytime they add an expansion, they add a lot of new physical areas people need to cover, and a lot more quests or time spent grinding XP in other ways, before they hit end game. When an expansion comes out, they want to make sure that the new content takes long enough that the seasoned players feel like they're getting their money's worth. At the same time, they understand that newer players aren't going to want to have their leveling process lengthened too much- they're eager to get to end game, and having to pause at level 60, 70 and 80 to stop leveling and stard grinding weeks worth of gold to earn that level of mount is going to greatly disrupt that flow. A lot of new players would get bored and quit if the trip from one to 60 was as long and required as much work now as it did in vanilla, and then they still had 25 more levels to go before they were current.
So, each time the level cap gets raised, they introduce something new and shinier for us to grind for, and reduce the price on the previous expac's shiny because it's no longer the newest and the best. You paid the price you did for it because, at the time, it was part of the end-game grind- get the best gear, the best arena rating, the best mount. The "reimbursement" you got was riding it around the bank when it actually mattered that someone had gotten it.
You play the game to get as far as you can in each expansion, to achieve whatever feats matter to you in the game- be it a certain level of raiding progression, an arena rating, every mount and pet in the game, the insane title- whatever it is that makes the gave fun for you and gives you a sense of accomplishment. Every two years, they raise the bar- on everything. If you want to keep feeling challenged, then go for the next mount, the next Heroic Boss Down, the next season's arena score.

I leveled weapon skills, too, sometimes just to do it. I am so glad they're gone. It was just annoying.
Another thing I don't miss... we used to have to travel on foot to undiscovered areas up until level 40 before we got a slow mount. Running through Ashenvale, doing the relay from Raven Hill and Darkshire, back and forth between Theramore and quests in Dustwallow Marsh, etc.
"Omg, leave me alone, spider that's always patrolling near the road over which I have to walk back and forth, back and forth. How many times do I have to kill you? I'm just trying to level out of this god-forsaken zone!"
No, there won't be reparations paid to those of us who spent all that extra time just trying to get places. But we do benefit from the perspective and get to enjoy flying around Azeroth in a way newer players cannot.
Funny story: My Draenei is past 40 now and still hasn't gotten back to Exodar to buy a mount.
It is the most fun I have ever had while leveling.

Well, since you probably only paid about 500-1000g for training, it's not really all that much =/
Um... taking into account I bought normal flying and cold weather at their old insane prices, I actually spent a lot more.
And how is 500g not a lot?
Well, I suppose if you count those, that's still only maybe 4k gold. I can make that in a week or so of extreme casual farming.

Back in my days, we had to run backwards, uphill in the snow. Also, the mounts took longer to summon... and took actual backpack slots... and... yeah. Back then, we were simply that awesome. We didn't complain either. Or, well, not as much...
But, I got some kickass

I can show for it, and been loving every second of it.
The point? Things change, and while some gold and such have been "wasted" in the end... then I don't really care, because I remember having a great time while spending it, regardless or not of it being comparable to today.
This is exactly what I was thinking =).

i disagree, why?
cause when something comes out and is new its gonna cost you. after a while that thing is gonnabe be cheaper. (think computers) yet the folks who bought it when it was new are not getting their money back, when the price is reduced. same goes for long-term wow players.
I am still upset about buying that betamax player.... not to mention buying a floppy 1.44kb external disk drive for my commodore 64.
I am also still waiting for EA to give me something for the time I ´wasted´ training skills in Earth and Beyond.
Here is a hint to the OP. When something feels like a job, work, or simply isn´t fun.. then DO NOT DO IT.

I understand how you feel. But in all honesty if anyone deserves a Gold refund, it's old school Hunters. Time was, Hunters were the most expensive class in the game by far. I do occasionally feel like they're punishing Veteran players for being Veterans. But what's done is done. And there are a lot of better things to complain about.
